Kodex Hires Former FBI General Counsel Brad Brooker, Builds Automation for Law Enforcement Requests

By Zero G Talent•

In August 2026, former FBI General Counsel Brad Brooker joined Boston-based software startup Kodex as the company's first General Counsel, according to Law.com. Brooker was previously a partner at Holland & Knight and chief legal officer at the FBI. His appointment comes as Kodex expands its platform for handling government subpoenas and user data requests across corporate legal and security departments.

Founded in 2020 and backed by Andreessen Horowitz through Y Combinator's S21 batch, Kodex provides private companies with software to intake, verify, and fulfill law enforcement data demands. The company's customer base includes cryptocurrency exchanges, technology firms, and financial institutions that historically relied on email and spreadsheets to process high volumes of government legal orders.

Automated Intake and Verification Infrastructure

According to PR Newswire, Kodex operates the Kodex Global Network, which connects 15,000 government agencies and 150,000 verified investigators to private companies holding target user data. The platform encrypts communications, accelerates file production speeds, and provides analytics on threat vectors.

At its Q2 2026 keynote, Kodex introduced three major infrastructure upgrades:

  • AI Structured Data: Software that automatically parses inbound legal requests in English for the US market before internal review.
  • Intake Bridge: Direct system-to-system request submission built ahead of the European Union's e-Evidence Regulation entering force in August 2026.
  • MCP Server Preview: Early work on agent-driven workflows that allow company-owned AI models to interact with the Kodex rail through scoped permission tools.

"Government requests for user data are growing, and getting faster isn't optional," said Matt Donahue, co-founder and CEO of Kodex. "The only question is whether they move on infrastructure you can verify and audit, or on fax machines and email you can't confirm. We built the rails."

Jesse Goodman, VP of Product Delivery at Kodex, emphasized that human authorization remains central to the platform. "The system understands the request, finds the data, and prepares the response," Goodman said. "But the person at the company still decides what gets produced and hits send. The infrastructure does the work. The human makes the call."

Leadership and Global Operations

Kodex was co-founded by CEO Matt Donahue and CTO Danny Mendoza. Donahue previously worked in counterterrorism intelligence for the FBI, where he experienced firsthand the operational bottlenecks enterprise companies face when receiving legal requests.

The Seed-stage company operates with approximately 30 employees out of Boston, Massachusetts. To support its international user network and mitigate fraudulent law enforcement requests, Kodex is hiring across multiple global regions. Open positions include threat intelligence roles such as Threat Intelligence Specialist – EMEA and Threat Intelligence Specialist - LATAM, alongside product leadership roles like Senior Product Manager, Platform & Integrations.
