Major Duties

The United States Space Force (USSF) Headquarters (HQ) at the Pentagon is searching for a Human Resources Plans and Operations Specialist (NH-0201-04, GS 14/15 equivalent). Description: Shape the future of United States Space Force human capital management in the Human Resources Plans and Operations position, a strategic role responsible for guiding HR development within the military service. Serving as the principal advisor for all matters related to civilian personnel strategy, planning, and operations, you will drive the creation and implementation of comprehensive human resource strategies aligned with the USSF mission. This is a unique opportunity to make a significant contribution to building a world-class organization and shaping the future of space operations by ensuring the effective organization, training, and equipping of our space forces. In this capacity, you will plan, organize, and direct the activities of assigned programs while developing goals that integrate Space Force mission requirements with personnel management objectives. Furthermore, you will establish and review policies to eliminate barriers to mission accomplishment, direct internal and external communication systems, manage the development of executive-level memoranda, and deliver presentations on USSF executive human resource management to all echelons of the USSF, USAF, DoW, and private sector executives. The ideal candidate possesses extensive Federal Human Resources experience with progressive responsibility, demonstrating a proven ability to translate complex business objectives into highly effective people strategies. A key element of success in this role is the ability to build strong coalitions, foster collaborative relationships across all levels of the organization, and navigate complex organizational dynamics with ease while effectively influencing stakeholders to gain buy-in for new initiatives. Outstanding organizational skills, consultative abilities, and project management capabilities are essential, complemented by an expert knowledge of a wide range of Human Capital laws, executive orders, and concepts, as well as a mastery of advanced personnel principles and analytical methods. Experience with Alternative Personnel Systems, specifically AcqDemo, is strongly preferred for this strategic leadership position. Key Skills and Abilities: 1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as recruitment and placement, classification, training and development, employee/labor relations, benefits and entitlements, talent management, succession planning, acquisitions, non-appropriated fund (NAF), or other programs related to personnel management within the federal government. 2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives. 4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
