Major Duties

The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) System Delta 81 (SYD 81) at Peterson Space Force Base, Colorado is searching for a Financial Analyst (NH-0501-03, GS-12/13 equivalent). Description: Step into a pivotal role shaping the future of space operations as the Financial Management Leader for the 11th Sustainment Squadron within STARCOM, where your primary purpose is to drive the financial strategy behind critical national security missions. In this dynamic position, you will take ownership of formulating strategic program goals, robust financial plans, and overarching policies that directly enable the commander's mission objectives. Beyond traditional analysis, you will serve as the indispensable primary civilian advisor to the 11 STS Materiel Leader, providing expert counsel and strategic foresight on all complex financial issues essential to the rapid development and fielding of cutting-edge Space Force Testing and Training capabilities. The ideal candidate brings proven expertise in executing complex financial plans and directing the daily operations of a financial management division within a government or intelligence framework. This seasoned leader excels at providing strategic advisory oversight to ensure strict compliance with all fiscal directives while masterfully managing the full lifecycle of major financial events, from initial fund allocation through to successful fiscal year-end closeout. Crucially, the candidate must possess practical knowledge and experience in applying cost estimating applications to rigorous acquisition requirements, and they must demonstrate the ability to successfully obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance. Key Skills and Abilities: Knowledge of basic legislation, Congressional, DoD, DAF, and HQ SpOC policies, processes, procedures, precedents, regulations and requirements which govern programming and budgeting and their use throughout the program and budget cycle to perform such functions as developing current multi-year program requirements plans, and timetables; to assure that budgetary forecasts, estimates, and submission conform to requirements, guidelines, and financial objectives, and to develop budgetary guidance for and to review the formulation, justification, and execution of financial programs. Knowledge of all phases of the Federal budget process and the DOD planning, programming, and budgeting/execution systems. Professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards. Knowledge of and skill in applying information pertaining to legislation, budget, oversight, automated systems, Air Force and joint strategic capabilities and operations. Skill in organizing, analyzing, interpreting, and evaluating budgetary data project results based on alternatives selected. Ability to apply various analytical methodologies and techniques to various requirements. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to direct the functions and mentor, motivate, and appraise the staff. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing.
