The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career & force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members.

Major Duties

Provides informational, diagnostic, and/or academic counseling to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, and professional development opportunities at various levels. Counsels all Airmen regarding requirements for unique Air Force educational opportunities such as Air Force Institute of Technology (AFIT) graduate and education with industry programs, Officer and Enlisted professional military education to include particular emphasis with the NCO and SNCO Academy Multimedia Correspondence courses and the Academic Deferment Program. Provides mass briefings and monitors progress of individuals participating in educational and career enhancement programs and modifies career goals as appropriate. Performs a variety of administrative duties related to the educational counseling program. Maintains program information and prepares a variety of reports or feeder information as required. Prepares/conducts strategic mass-briefings to include newcomers and educational briefings for groups or units to promote educational programs and prepare Airmen for post-service careers.

Qualifications

This is a Term position NTE 13 months the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2): (1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner. (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Note: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade of GS04. Examples of specialized experience includes Provide informational, diagnostic, and/or academic counseling to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, and professional development opportunities at various level; interview and compile personal and academic histories; review secondary and post-secondary educational transcripts; serve as subject matter expert for college accreditation, transfer credit, College Level Examination Program (CLEP)/Defense Subject Standardization Test (DSST) test interpretations, college fees, course delivery, on/off-base/on-line; review CCAF Advanced Standing rosters and counsels Airmen on areas needed to complete their CCAF degree; provide mass briefings and monitors progress of individuals participating in educational and career enhancement programs; maintain program information and prepares a variety of reports or feeder information as required; provide Initial MilTA counseling either with mass-briefings or one-on-one counseling sessions. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
