Major Duties

The United States Space Force (USSF) at Randolph Joint Base San Antonio, TX is searching for an Accession Case Manager to support HQ USSF ETM/TMX (NH-0201-03, GS-12/13 equivalent). Description: The United States Space Force (USSF) is securing the nation's interests in, from, and to space. We are seeking a visionary, high-impact Senior Human Capital Strategist to architect the talent, organizational design, and personnel policies powering our global operations. This is not an ordinary administrative position: you will operate at the strategic center of national defense, advising top civilian leadership and four-star general officers to build an agile, modern workforce built for 21st-century space operations. On a daily basis, you will lead strategic human capital initiatives, balancing workloads, resolving complex regulatory problems, and establishing cutting-edge metrics to evaluate organizational efficiency. You will command the room during presentations to four-star general officers, collaborate with key federal partners like OPM, and draft vital executive correspondence that directs the future of our workforce. You will also mentor and motivate a highly skilled staff, shaping a culture of continuous improvement, compliance, and excellence. Ideal Candidate: The ideal candidate for the Accession case Manager NH03 will bring a robust, multi-disciplinary background that combines federal personnel mastery with executive-level staff operations. Significant experience advising executive-level military, civilian, or corporate leadership (ideally SECAF, OCSO, or equivalent DoD/DoW components). Proven track record in strategic human capital management, including senior recruitment, classification, employee-labor relations, talent management, and succession planning. Demonstrated capability in organizational design and implementing metric-based systems to analyze organizational effectiveness. Key Skills and Abilities: 1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as recruitment and placement, classification, employee/labor relations, benefits and entitlements, talent management, succession planning, acquisitions, non-appropriated fund (NAF), or other programs related to personnel management within the federal government. 2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives. 4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
