Waterfront Health Safety and Environment Specialist

Halifax, N.S. - Onsite


Position Summary

Thales has a vacancy for a Waterfront Health Safety and Environment (HSE) Specialist to work closely with the HSE/Facilities Manager as well as the Halifax Operations Manager to ensure all HSE standards are met as well as recorded in the appropriate systems to ensure ISO standard compliance. The Waterfront HSE Specialist will assume a dynamic role within the Halifax team.


Regulatory Compliance Requirements

This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List, the Canadian Controlled Goods Program, the Canadian Industrial Security Program, the US International Traffic in Arms Regulations (ITAR) and/or the US Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access including eligibility to the Canadian Controlled Goods Program and able to obtain a Canadian NATO Secret clearance.


This position also requires the COVID-19 vaccination.  All successful candidates for this role will be required to submit proof of vaccination or submit a request for a vaccine exemption within 60 days of their start date.


Key Areas of Responsibility

This role is instrumental in implementing Thales Canada, Defence & Security strategy, policy and systems for Health, Safety and Environment.

  • Support the implementation and continuous improvement of the HSE Management System, including supporting tools, processes, employee competencies, risk assessments, environmental aspect analysis, HSE processes and conditions, and achievement of Thales HSE targets and objectives.
  • Maintain third-party certifications and accreditations, including ISO 14001 and ISO 45001; contribute to ISO audit preparation and execution, including evidence gathering and preparatory walk-throughs; and support annual internal and external audits to ensure successful site certifications.
  • Report, investigate, analyze, and facilitate completion of accidents, incidents, complaints, and other significant events to ensure legal requirements are met, identify non-conformities and opportunities for continual improvement, and manage the creation, monitoring, and resolution of corrective actions.
  • Support HSE training and Safety Culture improvement programs; coordinate with the Waterfront HSE Manager to ensure training requirements and documented records are maintained; and support the Joint Health and Safety Committee.
  • Act as a liaison with CFB Halifax base safety, ship staff, and external service contractors to ensure HSE compliance, and review HSE documentation submissions, including Job Hazard Assessments (JHAs).
  • Support the generation, control, and maintenance of ISO, HSE, and Real Estate documentation within the Thales Safety Management System, including maintaining databases and repositories such as the site legal register and SharePoint repository.

Minimum Qualifications

  • 2- 5 years’ experience with safety management systems.
  • Process safety management implementation considered an asset.
  • Strong skills in all MS Office platforms.

Preferred Qualifications

  • Thorough knowledge of all applicable Federal and Provincial legislation regarding Occupational Health and Safety plus any other relevant laws and regulations.
  • Excellent verbal and written communication skills and ability to deal diplomatically with people at all levels.
  • Ability to problem solve, with a high attention to detail.
  • First aid Certification.
  • Joint Health & Safety Committee Certification.
  • Working knowledge of ISO 14001:2015 and ISO 45001:2018.

Special Position Requirements

  • Schedule: Core business hours are Monday through Friday, with flexibility in working hours required to accommodate occasional after-hours work as business needs arise.
  • Physical Environment: This position is primarily onsite at a Canadian Navy military base, supporting waterfront operations where military vessels are docked and maintained. The work environment includes onsite work trailers located along the jetty/floating docks where ship maintenance activities are performed.
  • Physical Demands: At times, this position may require extended periods of sitting and working with office equipment and computers. The role also involves occasional light lifting of supplies and materials, walking throughout the work environment during worksite inspections, and conducting inspections aboard naval vessels that may require bending, twisting, and navigating confined or restricted spaces.
  • Travel: Occasional domestic travel (1-2 times a year) may be required.

What We Offer

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash (TTC) $63,995.40– $85,327.20 CAD Annual.
