Job Description
This is for a Hybrid role in Halifax NS. Please note that role can be hired in Ottawa ON or Victoria, BC sites.
Position Summary
Thales is looking to hire a NEM Liaison and Service Delivery Team Lead who will be Embedded with the Fleet Engineering Readiness (FER) section. You will be the liaison between the relevant coastal organizations for the iterative development of the AOPV and JSS Fleet Service Schedules. Additional to schedule management they prioritize deficiencies including their rectification schedule for all AJISS coastal platforms. The NEM Liaison and Service Delivery Team Lead represents Thales as a member of the AJISS Assignment Team (AAT) and is responsible for liaising between all AJISS stakeholders regarding the allocation, prioritization, disposition and reporting of all deficiencies from notification through to closeout. Reporting to their respective Team Services Manager, the NEM Liaison and Service Delivery Team Lead is responsible for tracking the metrics used to inform Key Performance Indicators (KPI) that fall under Service Delivery.
Key Areas of Responsibility
Liaising with RCN to ensure that all deficiencies reported by ships staff are legitimate and afforded the appropriate repair priority;
Reporting status of Operational Deficiencies (OPDEF) as they are received by RCN, and as regards repair progress; Ensuring that all deficiencies reported by ships staff contain sufficient detail (including steps already taken to correct deficiency) to enable a repair philosophy and plan to be developed; Ensuring that all deficiencies reported by ships staff are flowed through to the Thales Canada Halifax AJISS Office, with sufficient technical detail, as well as sufficient operational impact information to enable proper priority and urgency of repair effort; Ensuring that all operational requirements and schedule changes are reported to the Thales Canada Halifax AJISS office; Prepare regular reports as and when required;
Interact and promote a teamwork atmosphere with all levels of DND, maximizing use of the Relational Contracting (RC) model, including using the agreed RC AJISS Enterprise Charter;
Arrange progress meetings with RCN as and when required; Attend regular departmental meetings with the AJISS Team Services Manager to build and consolidate continuous feedback and improvement mechanisms; Schedule and attend regular meetings with the AJISS Halifax Maintenance Team lead as well as with Ship Maintenance Coordinators (SMCs), to review ship schedules, for running repairs, Short Work Periods and Docking Work Periods;
Act as lead on behalf of Thales for the overall Technical Program Management within RCN as regards AOPVs and JSSs, within the overall Formation and Fleet Operational schedules;
Ensure the Operational, Fleet and Technical Formation Schedules are duly informed as regards Thales Technical Support Network (TSN) as well as Fleet Maintenance Facilities, for appropriate load levelling for a balanced level of repair and maintenance effort on a month by month and year over year basis;
As requested, update documentation, procedures and templates for AJISS;
Provides oversight and direction to a team of employees within the Service Delivery department in accordance with the organization’s policies and procedures; Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities; Leads employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment; Fosters a spirit of teamwork and unity among department members that allows for cohesiveness, support, and working effectively together enabling each employee and the department to succeed; Works with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees. Provide positive and relative non-KPI contribution and application towards continuous improvement; Undertake other project duties as assigned.
Basic Qualifications
5 years demonstrated experience within the last 10 years working with the RCN supporting Maintenance and upgrade activities during Docking Work Periods (DWPs) and Short Work Periods (SWPs);
A thorough knowledge of the RCN deficiency reporting methodologies and experience with the evaluation and prioritization of defect repairs is preferred;
Experience working within a Defence environment and with active Defence force personnel during the past 5 years.
Preferred Qualifications
2 years demonstrated experience within the last 5 years, liaising with Coastal Authorities (Fleet Engineering Readiness (FER)) and Coastal Fleet Maintenance Facilities (FMF’s) for the scheduling and execution of work and trials during DWP’s and/or SWP’s is preferred;
Bachelor Degree in an Engineering Discipline is desirable.
Physical Demands
Work in office, dockyards and on board Naval ships alongside in harbour or at sea;
Maybe required to undertake inspections in machinery spaces of Naval ships involving bending and twisting.
Schedule: 40 hours per week
Physical Environment: Office or onboard ships alongside in harbour or at sea
Travel: Occasional domestic or international travel may be required in support of the ships or the AJISS Enterprise
