This role is based in Espoo, Finland, one of Skylo's core engineering hubs and fastest-growing sites. You'll work onsite three days a week as part of a team that's scaling quickly. You will collaborate with a high-velocity, global team spanning multiple time zones.
How You Will Impact Skylo
You will own end-to-end program delivery across the three systems that determine whether an MNO partner can be onboarded, whether traffic flows correctly, and whether it settles correctly: the packet core, the signalling plane, and billing & settlement. You sit at the seam between Network Engineering, Product, Solutions Engineering, Finance/Billing, and external partners (MNOs, IPX providers, clearing houses, roaming suppliers), and you are accountable for turning a growing partner pipeline into predictable, on-time technical delivery.
This is a builder's role. You will be defining the onboarding program, the release cadence, and the launch-readiness bar — not inheriting a mature machine.v
What you'll do
wn the MNO technical onboarding program end-to-end from the core/signalling/billing lens — integration milestones, dependencies, Definitions of Done, and cutover plans across the partner lifecycle.
Drive signalling delivery programs: Diameter interfaces (S6a, SGd), MAP-over-IPX via IWF, DRA configuration and routing policy, SMS-over-NAS enablement, and roaming signalling readiness per partner.
Coordinate billing & settlement programs: TAP3 / RAP / NRTRDE exchange, BCE readiness, mediation and rating, CDR integrity and reconciliation, and integration with settlement and finance systems.
Program-manage the multi-supplier roaming stack — supplier onboarding, contractual/technical cutover, parallel-run and rollback planning, and de-risking the transition away from single-supplier dependency.
Run program governance: maintain roadmaps, RAID logs, release trains, and cross-functional launch-readiness reviews; make dependencies and risks visible before they become escalations.
Own the metrics that matter: onboarding cycle time, signalling success/attach rates, routing correctness, CDR and settlement accuracy, and billing-run reliability — and report them to engineering and commercial leadership.
Be the translation layer between deep network engineering and commercial/partner stakeholders, so that partner commitments and network reality stay aligned.

You know how wholesale roaming works end to end, and you have the program management discipline to keep a complex multi-partner portfolio running smoothly without losing track of the details.
8+ years in mobile core / signalling engineering or technical program leadership, with deep, hands-on time in the signalling plane
Understanding of Signalling in 3GPP core, across EPC and 5GC:
NAS procedures (attach, TAU, service request) and the interfaces that carry them — S6a, S6c, S13, SGd, T6a — with fluency in Diameter base protocol, AVP design, realm/application routing, and error/overload handling.
DRA/DEA architecture: understanding of routing policy & topology
A clear grasp of the SS7/MAP ↔ Diameter boundary and IWF interworking (e.g. legacy SMS via MAP over IPX vs. SGd Diameter).
NB-IoT / CIoT and NTN signalling specifics: control-plane CIoT EPS optimisation, NIDD, and the way NTN propagation delay and timer handling (Rel-17 NTN) change attach/retransmission behaviour.
Hands-on roaming operations: IREG/TADIG, IR.21/RAEX, IPX interconnect, and per-partner signalling readiness.
Working understanding of billing & settlement as it depends on signalling and CDR generation: TAP3 (TD.57), RAP (TD.32), NRTRDE, and the CDR lifecycle from record generation to settlement.
Demonstrated track record shipping cross-functional network programs on time across engineering and external partners.
Credible in a signalling design review and in a partner integration call alike — equally at home with core engineers and external carrier counterparts.Every role at Skylo uses AI tools daily to amplify output. We expect active habits using AI tools and a track record of picking up new ones quickly.
It would be great if you had experience with:
NTN, NB-IoT, or cellular IoT connectivity experience.
SMS-over-NAS delivery paths (SGd Diameter and MAP-via-IPX), and CIoT optimizations (NIDD, control-plane CIoT).
Experience with wholesale roaming, MVNO/MVNE, or roaming-hub environments.
Familiarity with BCE and next-generation settlement, and with ERP/finance-system integration for billing.
Exposure to clearing-house and IPX supplier commercial/technical management.
What Success Looks Like (First 6-12 Months)
A single, trusted onboarding program that partner-facing and engineering teams both plan against — with cycle time trending down as volume grows.
Signalling and billing readiness treated as a gated part of every partner launch, not a post-launch surprise.
The multi-supplier roaming transition de-risked with a clear cutover and rollback plan, and no single-supplier lock-in surprises.
Program-level visibility into signalling and settlement health that leadership actually uses to make calls.
