Senior Construction Manager – Launch Infrastructure Development

This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Test Operations, Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities.

As part of a hardworking team of specialists, technicians, and engineers, you will serve as Blue Origin's Owner's Representative, providing senior-level leadership and oversight for the design, construction, commissioning, and activation of mission-critical launch infrastructure. You will be ultimately responsible for project execution — ensuring that schedule, budget, safety, quality, and technical performance targets are achieved. This role requires a seasoned construction professional with deep experience leading large, complex, industrial or aerospace infrastructure programs, and the ability to drive accountability across stakeholders including internal engineering teams, general contractors, A/E firms, subcontractors, range authorities, and regulatory agencies.

Responsibilities include but are not limited to:

  • Own all phases of the project lifecycle including permitting, design management, procurement, construction execution, and commissioning
  • Develop comprehensive project management plans encompassing requirements definition, scope, assumptions, cost baselines, and schedule
  • Author requests for proposals (RFPs) and statements of work (SOWs) for engineering services, construction, and fabrication activities
  • Partner with internal and external mission and systems leads to define requirements and ensure scope is accurately captured and controlled
  • Drive design and construction execution within approved budget and schedule milestones, including active management of change orders; report variances and implement mitigation and recovery strategies
  • Evaluate program-driven scope changes by developing structured impact assessments and revised execution plans
  • Integrate and de-conflict construction activities with adjacent live operations to protect personnel safety and minimize cost and schedule impacts — a skill directly transferable from active manufacturing environments
  • Provide design direction; review and approve design and construction documents for conformance to project requirements
  • Review and approve RFIs and contractor submittals
  • Coordinate with regulatory agencies including the 45th Space Wing on site planning, construction permits, waivers, security, and site access and deliveries
  • Identify, document, and actively manage project risks and opportunities
  • Review non-conformances, dispositions, and rework directives while clearly communicating cost and schedule impacts to stakeholders

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, or a related discipline, or equivalent professional experience
  • 8+ years of progressive experience in construction management or project management, with demonstrated ownership of large-scale, technically complex industrial or manufacturing facility projects
  • Proven ability to manage technically complex, multi-discipline projects using independent judgment and initiative
  • Strong working knowledge of construction procedures, best practices, means and methods, and work safety standards
  • Experience developing and managing project scope, budgets, and schedules from day-to-day task level through overall program oversight
  • Strong understanding of the Critical Path Method (CPM) for project scheduling, including the ability to develop, analyze, and maintain CPM schedules to identify critical and near-critical paths, assess float consumption, evaluate schedule impacts from change orders or delays, and drive recovery planning — experience gained managing complex, multi-trade automotive or industrial facility builds is highly applicable.
  • Ability to read and interpret technical plans, drawings, specifications, and 3D modeling applications
  • Experience coordinating with government agencies on permitting, land use, and development approvals
  • Exceptional organizational skills with the ability to manage multiple concurrent projects in a fast-paced, dynamic environment
  • Effective communicator and collaborator with strong judgment, initiative, and decision-making skills
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)
  • Must be able to successfully apply for and obtain badging at a government installation
  • Must be able to lift/carry up to 50 lbs., climb multiple flights of stairs, withstand prolonged standing, and work in varying outdoor weather conditions

Preferred Qualifications:

  • Background in construction management for automobile manufacturing or large-scale industrial manufacturing facilities — candidates who have managed greenfield or brownfield construction of automotive assembly plants, stamping facilities, battery manufacturing plants. Your experience managing complex, multi-trade builds with demanding quality, safety, and commissioning standards translates directly to our environment.
  • Familiarity with construction in active or operational industrial environments, including trade sequencing, live utility tie-ins, and operations/construction interface management
  • Experience managing large general contractors and specialty subcontractors across multiple concurrent scopes
  • Experience with Project Management Platforms (Procore, NewForma, etc.)
  • Proficiency in Microsoft Project or P6 Primavera

  • Required for Certain Job Profiles: Drivers who operate Commercial Motor Vehicles with a Gross Vehicle Weight (GVW), Gross Vehicle Weight Rating (GVWR) or combination of power unit and trailer that meets or exceeds 10,001 lbs. and/or transports placardable amounts of hazardous materials by ground in any vehicle on a public road while in commerce, may be subject to additional Federal Motor Carrier Safety Regulations including: Driver Qualification Files, Medical Certification (obtained before onboarding), Road Test, Hours of Service, Drug and Alcohol Testing (CDL drivers only), vehicle inspection requirements, CDL requirements (if applicable) and hazardous materials transportation/shipping training.

  • Required for certain Job Profiles: Ability to obtain and maintain Merchant Mariner Credential, which includes pre-employment and random drug testing as well as DOT physical
