Noe Foster

Noe Foster, co-founder of HealthTechApps, Inc., is a health plan leader and serial entrepreneur. She is the Director of Strategic Communications for Kaiser Permanente, Hawaii Region. Pacific Business News awarded Noe the “Woman to Watch Award” in 2015. She served as a board member of the Hawaii Association of Health Plans, Tripler Army Medical Center Task Force for Psychological Health and led Healing the Trauma of War Executive Board. Noe directed health care transformations recognized by Mental Health American with the Innovations Award in 2010. Noe dropped out of college to launch a fashion design company called Point of View when she was 21 years old. Point of View scaled to include three retail stores, manufacturing, and a mail order business. Later, Noe served on the executive team of a Medicare and Medicaid health plan and led brand, communications, public relations, public policy, physician contracting and physician relations, sales and marketing teams. Health Plan annual revenue grew from $54 million to more than $200 million. Before joining Kaiser Permanente, Noe founded theStrategist, a health care advisory firm that developed Medicare, Medicaid, and Military health care innovations for UnitedHealth Group, Mental Health America, and Federal government agencies. Noe is a dancer. She begins her day on her yoga mat and savors time spent exploring her island paradise.
