Joe Whitters

Joseph E. Whitters, also known as Joe, CPA serves as a Member of Executive Board at Higher Learning Technologies Inc. Whitters is an Operating Partner at CIC Partners, LP. He has been a Consultant to Frazier Healthcare, since 2005. He serves as an Advisor and Executive Partner at Frazier Healthcare Partners and previously served as its Operating Partner from 2005 to June 4, 2009. Whitters joined Frazier Healthcare Partners in 2005 as a Senior Advisor to the Growth Equity investment team. Previously, Whitters served as the Chief Financial Officer of First Health Group Corp., since March 1998. Whitters assisted with taking FHCC public in 1987 at a split adjusted price of $.69 a share and with the eventual sale of the company in early 2005 for $1.8 billion or $19 per share. He served as an Executive Vice President, Treasurer and Principal Accounting Officer of First Health Group Corp. and concentrated on investor relations, business development, and acquisitions. Whitters joined First Health Group Corp. as its Controller in October 1986, served as Vice President of Finance since August 1987, and the Chief Financial Officer from 1988 until March 2004. He served as an Executive Vice President of Finance at First Health Group Corp. since March 2004 and served its Vice President of Finance since August 1987. During his tenure with FHCC from 1986 to 2005, Whitters assisted with taking FHCC public in 1987 and eventually in sale of company in 2005. Prior to FHCC, he held various financial positions with UnitedHealth Group and Overland Express. He served as Controller at Unitedhealth Group, Inc. From 1984 to 1986, he served as the Controller at United HealthCare Corp. From 1983 to 1984, he served as the Manager of Accounting and Taxation at Overland Express. He began his career in public accounting with Peat Marwick, where he served as a Senior Manager for tax matters from 1980 to 1983. He served as Senior Manager at KPMG LLP. He has been the Chairman at PRGX Global, Inc. since June 16, 2015. He serves as a Director of Trident USA Health Services, LLC, Omincell, Luminent Mortgage, Prezio Health and PCI Pharma Services (formerly Packaging Coordinators, Inc.).
