PermitFlow Raises $54M Series B and Expands Commercial Go-to-Market

By Zero G Talent•

Securing municipal construction permits in the United States remains one of the slowest phases of real estate development. Developers frequently wait months for plan checks and municipal reviews, stretching holding costs and stalling project schedules. PermitFlow builds software and artificial intelligence agents designed to cut that timeline down to days.

The New York-based startup raised a $54 million Series B round led by Accel, with participation from Kleiner Perkins, Felicis, Initialized Capital, Altos Ventures, and Y Combinator, as reported by Built In. The round brought PermitFlow's total capital raised to $90.5 million, following a $31 million Series A in 2024 and a $5.5 million seed round in 2023.

Automating the Pre-Construction Workflow

PermitFlow operates an end-to-end platform covering permit research, application preparation, submission, and monitoring. In an interview with AlleyWatch, co-founder and chief executive officer Francis Thumpasery explained that the platform uses a suite of AI agents handling permitting, inspections, and license management across more than 7,000 municipal jurisdictions.

PermitFlow trains its systems on a proprietary dataset of over 12 million municipal data points. In a video published by Kleiner Perkins, Thumpasery described how its research agents operate: the system evaluates requirements against its database, checks municipal websites, and can call municipalities directly to verify local building codes whenever discrepancies arise. To date, the company has supported more than $20 billion in development value for enterprise builders, national developers, and contractors including Lennar, Amazon, and Dick's Sporting Goods.

PermitFlow was founded in 2021 by Samuel Lam and Thumpasery. Lam, who studied computer science and statistics at Harvard University, previously built workflow tooling for municipal requirements and payments at Uber Eats and co-founded digital marketing agency NXTFactor. Speaking to TechCrunch, Thumpasery analogized the company's approach to "a TurboTax for construction permitting," orchestrating structural calculations, architectural documents, and municipal feedback into a unified digital workspace.

Expansion and Hiring

Following its Series B round, the 80-person company is scaling its commercial team and operations footprint to handle rising demand from national general contractors and regional developers. In the Kleiner Perkins interview, Thumpasery noted plans to double company headcount.

The current hiring push centers heavily on senior enterprise sales and permit operations personnel, spanning hybrid roles in New York City and remote US positions.

On the enterprise revenue team, the company is recruiting an Enterprise Sales Manager ($300,000–$375,000) to lead an account executive team managing commercial construction-tech accounts, providing hands-on coaching on complex deals. Individual contributors can apply as an Enterprise Account Executive - Commercial & National Accounts ($300,000–$350,000) to own the sales cycle for portfolios of national owners, retailers, and developers, or as a remote Enterprise Account Executive (Remote) ($300,000–$350,000) to shape go-to-market playbooks. Early-career sales hires can join as a New York-based Business Development Representative ($90,000–$100,000), driving pipeline across outbound telephone, email, and LinkedIn campaigns.

On the operations side, PermitFlow is hiring a Permit Operations Lead (Fully Remote) and a Permit Operations Lead (NYC Hybrid) ($70,000–$100,000 each). These leads manage the application lifecycle end-to-end, monitor permit progress across local jurisdictions, coach junior coordinators, and act as direct contacts for customer project teams.
