The primary purpose of this position is to serves as a Department of Defense Satellite Communications (DoD SATCOM) Planner within the assigned Regional SATCOM Support Center (RSSC) engaged in the day-to-day operational planning and management of DoD satellite resources on a 24/7 basis.
Duties
- Provides management and planning for user missions on DoD SATCOM constellations for RSSC-Pacific.
- Initiates actions in response to user requirements to establish, upgrade, or phase-out particular satellite ground systems and facilities under Command control.
- Assists in the development and preparation of command policies, plans, objectives and requirements for DoD SATCOM systems and equipment.
- Operates necessary equipment and SATCOM terminals at the RSSC in support of CCMDs.

- Position designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
- It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
- Position is designated MISSION ESSENTIAL. Maybe required to work overtime on an unscheduled or emergency basis to include travel in inclement weather.
- This is a key position IAW AFI 36-507. Position is essential to wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for the position is not available during an emergency.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime on an unscheduled or emergency basis.

Qualifications:
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/
EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower broadband NH-02 (next lower grade GS-11) or equivalent in other pay systems. Examples of specialized experience includes: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; as well as developing, integrating, and implementing solutions to diverse, highly complex problems across multiple areas and disciplines; establishing precedents in the application of problem-solving techniques to enhance existing processes; conducting research, development, testing, and evaluation of satellite communication user terminals and related ground systems; and applying sound communications principles to develop and implement resiliency strategies, vulnerability assessments, and evaluate higher-level guidance and best practices.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Expert knowledge in a variety of professional, technical, and specialty fields based on formal education, professional training, and relevant work experience in DoD SATCOM to serve as the technical expert for the organization.
- Knowledge of research, development, testing, and evaluation involving satellite communication user terminals and related ground systems.
- Skill in researching data and recommending solutions to novel and unique SATCOM problems.
- Ability to apply sound communications principles to develop and implement resiliency strategies, vulnerability assessments, and evaluate higher-level guidance and best practices.
- Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
- With little to no guidance: organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
- Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives, make recommendations, and take action.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
