Duties
The United States Space Force (USSF) Headquarters Space Force Command (HQ SF) at Peterson Space Force Base, Colorado is searching for a Program Objective Memorandum and Requirements Analyst (NH-0343-03, GS 12/13 equivalent).
Description:
As a senior analyst, you will spearhead the strategic programming and budgeting lifecycle by translating high-level goals into actionable, resource-backed projects and ensuring the integrity of long-range visions through comprehensive planning and execution. This role empowers you to develop institutional policies, drive operational efficiencies, and serve as the primary functional expert on critical funding and requirement processes while managing a complex portfolio of acquisition-focused initiatives. Your authoritative analysis and reporting will directly influence senior leadership and external stakeholders, establishing you as a key advisor in resolving significant resourcing challenges and building essential organizational relationships. By guiding team members to success and providing expert counsel on the impacts of financial decisions, you will act as a critical voice in safeguarding mission capabilities and shaping the future of the organization.
The ideal candidate will demonstrate a unique blend of critical thinking, strategic vision, and exceptional organizational skills to navigate complex information environments and deliver high-quality results under demanding deadlines. Strong candidates will possess a deep background in Space Force initiatives or space systems, complemented by direct experience in the Program Objective Memorandum (POM) lifecycle, including the defense and approval of requirements during the OSD Program and Budget Review. Proficiency in presenting technical budgetary data to senior leadership and the ability to collaborate effectively across geographically dispersed teams are essential, as is a proven track record in military or civilian roles involving program management, acquisitions, and requirements. Furthermore, the candidate must exhibit the leadership necessary to develop corporate-level processes and the interpersonal aptitude to coordinate seamlessly with Space Force, Combatant Command, and Component Command stakeholders to facilitate prompt, mission-critical decision-making.
Key Skills and Abilities:
1. Knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoW and Air/Space Force activities.
2. Comprehensive knowledge of financial management and budget formulation systems and concepts, and program policies, principles, and practices.
3. Knowledge of Public Law, DoW and Air/Space Force policies, processes, procedures, regulations, and directives governing financial management and budget formulation systems' processes and procedures.
4. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work.
5. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing system requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
Requirements
- Must be a U.S. Citizen.
- Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI),
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
- May be required to work overtime on an unscheduled or emergency basis.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- May be required to travel by military or commercial aircraft in the performance of TDY assign.
- PCS is not authorized. Incentive is not authorized.
