The primary purpose of this position is: To acquire the information necessary to classify and prioritize emergency and non-emergent calls and provide firefighting, Emergency Medical Services (EMS), service calls, HazMat and other emergency response resources to the public by answering emergency 911 calls and responding with appropriate personnel and equipment.

Duties

  • Performs Advanced Emergency Medical Dispatch (EMD) services to callers with medical emergencies using the local authority's emergency medical dispatch system.
  • Provides emergency 911-call taking and communication services. Serves as primary call taker for certified Public Safety Answering Point (PSAP) or Enhanced 911 system.
  • Operates and maintains communication devices, automated data processing equipment, printers, recorders, facsimile equipment, security monitoring and other devices installed in the Emergency Communications Center.
  • Maintain reports and retrieves needed statistical information using the local authority's fire incident reporting systems.

  • This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date. Applicants may be referred for consideration as vacancies occur.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Must be able to obtain and maintain a current CPR for Healthcare Providers certification.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Must be able to obtain and maintain a current Advanced EMD certification in accordance with NFPA 1221, including initial and follow-on certifications by accumulating 24 Continuing Dispatch Education (CDE) units.
  • At times, will be required to respond on/off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Must participate in exercises and recurrent proficiency training as directed.
  • May be required to work overtime.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must obtain International Fire Service Accreditation Congress Certification or Pro-Board as a Telecommunicator Level I & II and Hazardous Materials Awareness. Must obtain, ICS 100 Incident Command System, and ICS 700 Introduction to National Incident Management System.
  • "This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization of function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status."
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position, Dispatching Series 2151

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NK-01 or GS-04 grade level, or equivalent in other pay systems. Examples of specialized experience includes knowledge of communications operations to transmits and receive radio, telephone, teletype messages, and other electronic communications equipment. Knowledge of personal computers and software programs to input, retrieve and maintain emergency data. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand.

EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of communications operations to transmits and receive radio, telephone, teletype messages, and other electronic communications equipment.
  • Knowledge of personal computers and software programs to input, retrieve and maintain emergency data.
  • Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. Skill in determining nature and priority of call and ability to dispatch appropriate equipment and personnel.
  • Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
  • Ability to work independently without immediate supervision. Ability to maintain good working relationships both within and outside the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
Note: The VOW Act provides tentative preference. If appointed, a DD Form 214 must be submitted upon receipt.
