
Military Pay Technician
Job Description
Summary
The primary purpose of this position is monitoring all operations relative to military pay and providing technical guidance to all Individual Reservists. Audits and analyzes the reconciliation of Master Military Pay Account (MMPA) transactions processed against several systems. Examines and imposes corrective actions for all pay processes and procedures to ensure accuracy of entitlement(s).
Duties
- Serves as primary focal point for Military Pay and pay related issues for Individual Reservists (IR) assigned to programs supported by ARPC, e.g., Health Professions Scholarship Program, Financial Assistance Program, Musters, Push/Pull Exercises, Reserve and Guard Stipend Programs, Medical Special Pay, Medical Bonus Program.
- Researches, audits, and makes pay adjustments involving a variety of complicated pay problems.
- Establishes, develops, and maintains effective working relationships with HQ AFRC and RMX.
- Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to military pay entitlements.

- May be required to travel by military and/or civilian aircraft in the performance of official duties.
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS 0545 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of current and prior military pay procedures, regulations, laws, and applicable Comptroller General Decisions to resolve complicated pay problems and/or to determine and process a full range of military pay transactions and reconstruct pay records.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Knowledge of a large body of rules, regulations, laws, and procedures for one or more military pay
specializations and financial management; the data system(s) used to support military pay actions; and federal debt collection rules and regulations.
2. Knowledge of financial systems and concepts.
3. Ability to interpret/apply regulations and procedures related to military pay.
4. Ability to communicate orally and in writing.
5. Skill in performing arithmetic computations to compute military pay.
6. Ability to use a keyboard and calculator; a qualified typist is not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old).
