The primary purpose of this position is to serve as a Senior Logistics Management Specialist and Assistant Flight Chief in support of the supply and transportation processes in support of Space Base Delta 1 (SBD1) government contracts to include worldwide Geographically Separated Units (GSUs) and the 21st Logistics Readiness Squadron Materiel Management Flight.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time.

Provides advisory and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Quality Assurance Surveillance Plans (QASP), Services Summary (SS), and Contracting Officer Representative (COR) checklists.

Analyzes all contractor's records and reports to identify favorable/unfavorable performance trends relative to supply processes, to include Bench Stock Effectiveness, SBD1/Tenant Mobility Bag/IBA Reporting, Repair Cycle, Property Accounting, and Inventory Accuracy.

Serves as the senior technical advisor on contracts. Reviews and evaluates a wide range of complex, unusual or unprecedented contract actions to ensure they reflect good business practices and provide optimum customer support.

Develops policy, plans, and organizes contract requirements to meet Air Staff directives and the Delta's mission.

Represents the installation for Logistics Readiness, Materiel Management issues at higher management-level meetings within the organization and at conferences with MAJCOM/FLDCOM, HQ USAF, DOD, and other agencies.

  • Is required to complete Nuclear War Reserve Material (NWRM) Fundamental training course annually or as required per AFI 20-110, Chapter 9.
  • A pre-employment physical examination will be required.
  • This is a Centrally Managed Position in the Logistics Management Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. (Cond't)

(Cond't)Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

This is a key position and the duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program; and to apply new developments to issues for which previous techniques are frequently inadequate. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total well structured, and viable program. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. Knowledge of contractual processes, procedures, and technical requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program; and to apply new developments to issues for which previous techniques are frequently inadequate.
  2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
  3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
  4. Knowledge of contractual processes, procedures, and technical requirements.
  5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
  6. Knowledge of agency program goals and objectives and the sequence and timing of key program events and milestones; and of planning, programming, presenting, and executing budgets as well as forecasting long-term funding requirements. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
