The primary purpose of this position is to serve as the Contracting Officer Representative (COR) providing technical and administrative contract support for all service contracts. The incumbent is responsible for evaluating, monitoring, and controlling all phases of contract operations.
Duties
- Program Manager monitoring and controlling contract operations
- Develops quality assurance plans and methods of surveillance to monitor and evaluate contractor performance.
- Conducts quality reviews to ensure operations are performed in an effective and professional manner.
- Training, financial, reporting requirements. Responsible for completing all COR training to include annual, contract specific, and other training as specified by acquisition guidelines and regulations.

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.

- The work will require the employee to drive a Government motor vehicle. An appropriate, valid driver’s license will be required for the position.
- May be required to serve on Source Selection boards.
- May be required to serve as Contracting Officer’s Representative (COR) and to complete all training requirements as specified by the Contracting Officer in accordance with all applicable regulations, guidelines and contracting FAR Clauses.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Miscellaneous Administration and Program Series, 0301, Administrative and Management Positions
GENERAL EXPERIENCE: Applicants must have at least three (3) years of general experience at the next lower broadband NH-1, 1 year of which was equivalent to at least GS-4. Experience must include experience with methods and techniques of engineering principles relating to construction/commercial practices and techniques. Knowledge of electrical, mechanical, and structural aspects of projects.

EDUCATION: 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation, which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: YOU MUST A SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: YOU MUST A SUBMIT COPIES OF YOUR TRANSCRIPTS.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of the methods and techniques of engineering principles relating to construction/commercial practices and techniques. Knowledge of electrical, mechanical, and structural aspects of projects.
2. Knowledge of contracting regulations and operating procedures for the purpose of constructing contract clause, contract provisions, and contract execution; knowledge of requirements, inventory control, computer operations, customer service and training, and administrative processes to evaluate contractor services. Inspects for accuracy, timeliness, and compliance with contractual requirements; knowledge of inspection and safety practices and procedures. Knowledge of directives, regulatory changes, and policies to determine overall impact to contract and or contractor employees.
3. Ability to recognize the define problem areas and recommend resolution to the Service Contracts Supervisor and/or Contracting Officer.
4. Ability to apply mathematical formulas to compute maintenance/service/inspection costs, negotiate changes to contracts, and use computer based programs to record and maintain information involving these activities.
5. Ability to communicate effectively, both orally and in writing. Works inside and outside and is subject to inclement weather. Requires ability to walk, crawl, and climb.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
