The primary purpose of this position is to Ensure combat-credible space effects, capabilities , services, and subject matter expertise support U.S. Strategic Command (USSTRATCOM) deterring strategic attack through a safe, secure, effective, and credible, global combat capability and, when directed, ensuring USSTRATCOM is ready to prevail in conflict.

Duties

Exercise supervisory personnel management responsibilities at least 25% of the time. Plan work to be accomplished by subordinates, set and adjust short/long-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions; recommend appointment, promotion, or reassignment. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.

Participate fully with the Deputy Chief of Space Operations for Operations, Cyber, and Nuclear (COO) in planning, developing, advising, and directing activities, and where appropriate, operations supporting USSTRATCOM. Utilize expert-level knowledge of: Space Operations; Strategic Deterrence; Nuclear Operations; Global Strike; Nuclear Command, Control, and Communications Enterprise Operations, Joint Electromagnetic Spectrum Operations, and Missile Threat Assessment missions to plan, integrate, oversee, and coordinate with USSTRATCOM on relevant equities, issues, and tasks.

Serve as a principal advisor to COO on policy and management matters. Direct and execute management policies by developing and implementing internal procedures and plans of action, establishing objectives, and maintaining surveillance over activities to assure conformance to same. Provide expert analysis, advice, counsel, and assistance in the management of complex projects, studies, and action items/tasks. Assist the COO in defining short and long-term priorities and establishing policies, processes, and framework to effectively support pursuing and achieving broad-based program objectives.

Provide authoritative analysis and insight into COO initiatives, posture, and organizational structure, to plan, direct, and oversee all administrative and resource activities. Exercise delegated authority to make technical, financial, and executive decisions and commitments for the COO in all functional areas of responsibility. Participate with the COO in making key decisions concerning the allocation and utilization of resources for mission accomplishment, including funding, manpower, personnel, contractor support, and infrastructure. Work directly with the COO and shares in overall management and assists the COO with defining and improving organizational interfaces and architectures to ensure mission accomplishment.

Lead and/or participate in high-level teams and high priority special studies, projects, initiatives, and assignments involving extensive research and fact finding to develop analyses, position and issue papers, and program improvements on a variety of subjects of critical importance to the command. Provide technical guidance, advisory support, long-term planning, and assistance on major projects for broad and varied program operations involving USSTRATCOM and USSF equities. Perform very complex, difficult studies/evaluations on an individual basis or as a team leader responsible for completing major phases of an overall work effort in support of operational and mission requirements, functions, programs, strategies, policy, and doctrine.

Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include applying qualitative/quantitative analysis techniques and procedures to analyze work methods, process improvements, and making recommendations to resolve policy issues.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, practices, and procedures.
2. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level functions and programs for conducting military operations and related administrative programs.
3. Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams.
4. Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance.
5. Ability to deliver high level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting military operations.
6. Ability to persuasively interact with other senior management personnel from all branches of the service, as well as government officials to negotiate major issues of importance.
7. Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
