Major Duties

The United States Space Force (USSF) at Los Angeles Air Force Base is searching for a Budget Analyst for SSC/FMB (NH-0501-03, GS-12/13 Equivalent). Come join our team here in sunny Southern California at Space Systems Command. We are located in the city of El Segundo, gateway to the beaches. The area offers a multitude of sandy choices, from Santa Monica to Redondo with plenty to do in between including hiking trails, breweries, sporting events, museums, piers, theme parks, zoos, and more. There is only 1 place in the world where you can surf and snowboard all in the same day, and it is in Southern California! We offer incentives for both recruitment and relocation. You may qualify for a one-time cash payment in accordance with agency policy. DUTIES: Serve as Operations and Maintenance (O&M) budget analyst under the SSC Comptroller. Exercises efficient and responsive funds control while maintaining strict audit readiness. Interprets budgetary policies and regulations and prepares guidance for financial management staff and operating units. Perform budget formulation work involving preparation of detailed analysis and estimates for funding needs using various financial systems and tools (i.e. CCaRS, PowerBI, DEAMS, DTS, FM Suite, etc.). Utilize financial systems and analyses in the evaluation of the fiscal health and performance of the organization. Prepare and/or assemble information in support of formal presentations of budgets and requests and reviews before senior leaders. Use existing financial systems to gather analytical data to produce required reports. Provide financial advice on complex financial issues; assessments of implementing decision and develops programs. Recommend procedural changes designed to streamline financial management. Conduct independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission. Provide financial management, technical assistance and support to the staff in the development of integrated planning, programming, budgeting, execution, and closeout for financial resources. Identify and communicate developmental and training needs of self. Ideal Candidate: Must have the FM technical knowledge of Planning, Programming, Budgeting, and Execution (PPB&E) processes. Position requires the ability to collaborate across Space Systems Command (SSC) and integrate/analyze large amounts of information. Position requires critical thinking skills to identify areas of improvement and develop recommendations to further SSC financial objectives. Position also requires the ability to communicate effectively including regular briefings to senior leadership at SSC. Creativity - bring new solutions to old problems and look outside the system. Innovative - ability to push the financial management envelop and shift paradigms. Communication - skills to listen and communicate with a wide range of people. Learning Agility - ability to understand complex issues and assess risks to make decisions.
