About Pluto

Pluto is building the financial infrastructure for superintelligence. Compute is the bottleneck of the AI economy, but it is extremely opaque, volatile, and difficult to finance. Pluto is the first exchange with a materially complete designation from the CFTC to make compute a liquid, tradable asset class.

This is a chance to help build and oversee the regulatory foundation for a new financial market from the ground up.

Responsibilities

• Lead the Exchange’s market surveillance and regulatory monitoring program across all trading activity
• Design, implement, and continuously improve surveillance procedures, escalation frameworks, and market integrity controls
• Supervise real-time monitoring of trading activity, including review and escalation of trade practice alerts, disruptive trading behavior, position limit monitoring, and potential market manipulation
• Coordinate with external regulatory service providers, including the National Futures Association (“NFA”), on T+1 surveillance and regulatory inquiries
• Partner closely with the Chief Regulatory Officer to oversee rule enforcement, investigations, and regulatory reporting obligations
• Develop surveillance methodologies and controls tailored to emerging AI and compute-related derivatives markets
• Build and scale the Exchange’s market oversight infrastructure as trading volume and participant activity grow
• Establish operational procedures, documentation standards, and governance frameworks consistent with CFTC Core Principles and Commission regulations
• Support Exchange rule development, onboarding reviews, and participant compliance processes
• Hire, mentor, and manage surveillance analysts and future regulatory operations personnel as the Exchange grows

Qualifications

Required

• Strong interest in financial markets, market structure, and regulatory systems
• High attention to detail and strong analytical thinking
• Ability to investigate patterns, identify anomalies, and exercise sound judgment
• Excellent written and verbal communication skills
• Comfort operating in a fast-moving startup environment with significant ownership and ambiguity
• Willingness to work in-office 5 days/week in NYC

Preferred

• Familiarity with derivatives markets, exchange operations, or trade surveillance
• Understanding of market manipulation, disruptive trading practices, or market integrity concepts
• Experience working with data analysis, monitoring systems, or operational tooling
• Interest in AI infrastructure, compute markets, or emerging asset classes
• Background in finance, economics, computer science, mathematics, engineering, or related fields
