NGINE delivers high‑quality, mission‑critical software that powers the nation’s most advanced defense programs.
We are looking for a NGINE Portfolio Manager 3 who will be the driving force behind NGINE’s day‑to‑day excellence, ensuring flawless integration with DS‑sector processes, championing agility, and delivering predictable, high‑performance outcomes. This is a high‑visibility role that reports directly to the NGINE Technical Director and will sit on the NGINE leadership team. The successful candidate will have the ability to work effectively in a geographically dispersed team environment, possess strong communication and presentation skills, and thrive in a dynamic environment. This position will be located in Roy, UT, Huntsville, AL or fully remote.
Roles & Responsibilities:
Strategic Operations & Agility
- Define, continuously improve, and enforce NGINE operational processes to meet performance, predictability, and cost‑objective targets.
- Partner with the NGINE Scrum Master to embed best‑in‑class Agile practices across all teams.
Team Coordination & Prioritization
- Lead the NGINE Core Team’s work‑planning cadence, balancing competing demands and ensuring clear, transparent priorities.
- Facilitate recurring and ad‑hoc events (PMR, CCB, ERB, etc.) that keep the organization aligned and on schedule.
Financial Management
- Own Indirect and NCTA budgeting, forecasting, and reporting.
- Provide financial health dashboards to leadership and ensure compliance with sector policies.
Stakeholder Integration
- Define and manage data interfaces with EMR, WLF, and other DS‑Sector systems.
- Serve as the primary liaison to the DS Engineering Homeroom, aligning resource capacity with program demand.
Backlog & KPI Management
- Maintain the health of NGINE’s internal work backlog: grooming, prioritizing, and tracking progress.
- Capture, analyze, and publish Agile & non‑Agile metrics, as well as NGINE‑specific KPIs and SOO goals.
Talent On‑boarding & Development
- Oversee the onboarding of engineers into NGINE, guaranteeing rapid ramp‑up through targeted training and mentorship.
Change Management
- Co‑create and execute NGINE’s change‑management roadmap in partnership with Organizational Effectiveness.
- Lead all change‑execution activities, ensuring smooth adoption of new processes, tools, and structures.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.
Basic Qualifications:
- Bachelor’s Degree with 8 years relevant experience OR a Master’s with 6 years experience or an additional 4 years of experience in lieu of degree
- 3+ years in a leadership role managing complex, cross‑functional programs or teams
- Demonstrated success coordinating cross‑functional logistics, metrics capture, event facilitation, and milestone tracking.
- Proven ability to drive operational efficiency and predictability in a diverse, multi‑location environment.
- 3+ years handling budgets, forecasts, and financial reporting (including CAM or equivalent responsibility).
- Familiarity with Agile frameworks (Scrum, SAFe, Kanban, etc.).
- Ability to obtain and maintain a DoD Security clearance.
- Excellent written, verbal, and presentation skills, with the ability to influence senior leaders and diverse technical audiences.
Preferred Qualifications:
- Bachelors degree in STEM
- SAFe (or other Agile) certification: Practitioner or Release Train Engineer
- Experience managing indirect funds or investment planning processes
- Track record of designing, measuring, and improving KPIs or performance scorecards
- Excellent written, verbal, and presentation skills, with the ability to influence senior leaders and diverse technical audiences.
- Background in running a Service Organization or Business Operating Unit
- Formal training in Organizational Change Management (e.g., Prosci, ACMP)
