Job Description
About Cape
Cape is America’s privacy-first mobile carrier. Our mission is to be a force for good in global wireless. Cape was founded in 2022 by people who believe privacy is a fundamental right, not a luxury to be traded away. Our journey began when our founder recognized a critical vulnerability in our modern world: everyone relies on the same stagnant cellular infrastructure and legacy systems that track our every movement, monitor and profile our connections, and lose and sell our personal data.
Instead of accepting the status quo, we decided to fix it. National security professionals, journalists, parents, and everyone in between can stay connected and have privacy.
We didn’t just build a layer on top of old tech; we built America’s most private and secure mobile carrier from the ground up. By building our own network from scratch, we are able to design and build a suite of privacy and security features that no other carrier on the planet can offer.
Today, Cape provides our secure network to consumers, businesses, and government agencies alike. We closed our Series C in March 2026, and we are scaling rapidly, with the goal of giving people back control of their most personal information.
The Team
At Cape, we are the architects of a privacy-centric movement that is just getting started. We are relentless builders, constantly innovating at the edge of what’s possible in telecommunications. We operate on a foundation of high trust and high expectations. As a member of our team, you will collaborate with world-class engineers, architects, and visionaries, and work across organizational lines to solve "impossible" problems and deliver mission-critical results for our users every single day.
Job Description
Cape is seeking an experienced Facility Security Officer (FSO) to lead Cape’s comprehensive security program across multiple facilities and programs. This is our first full time FSO role, and a great opportunity to build within a mission-driven organization. This role is primarily focused on federal security and Sensitive Compartmented Information (SCI) access management, and serves as the principal point of contact for all Defense Counterintelligence and Security Agency (DCSA), Intelligence Community (IC), and government security matters. You will help our team support some of the country’s most sensitive customers and scale from borrowed space to a third party SCIF and beyond. Your expertise in security administration and operations will be a key component of Cape's continued growth.

The Role
We are seeking a detail-oriented, high-ownership FSO to protect our people, customers, and programs. Your mission is to ensure our security program remains fully compliant and our cleared workforce is supported end-to-end. You will serve as the organizational authority on all matters related to facility and personnel clearances, and SCIF operations. You will also bring discipline and data hygiene to government contracts and billing status tracking. Your reliability in both domains will make you an indispensable part of the team.
Here are some ways you’ll make an impact

Managing the full personnel security clearance lifecycle including submissions, reinvestigations, access verifications, and changes
Overseeing SCIF access, operations, and compliance

Supporting needs related to classified material handling, storage, transmission, and destruction meet all regulatory standards
Supporting the Cape team through security training and problem solving
Working alongside Finance and Federal Go-to-Market to ensure that invoices and billing are accurately reported in WAWF and IPP, while maintaining audit-ready records

Are you the candidate we are looking for? (Requirements for the role) You have:
Security Clearance: Active TS//SCI; U.S. Citizenship required.
Industrial Security Expertise: Minimum three years of direct FSO experience within DoW, USG, or at a possessing contractor facility - with demonstrated command of NISPOM, DCSA compliance, and the personnel security clearance process.

Certification: FSO Program Management for Possessing Facilities certification (CDSE) or equivalent completed or in progress.
Attention to Detail: Ability to manage high volumes of documentation - clearance records, classified mail, billing submissions - with accuracy and consistency.
Communication: Clear and professional written and verbal communication with government counterparts, program leadership, and internal staff.
