
Supervisory Human Resources Specialist (military)

The primary purpose is to serve as first level supervisor providing specialized knowledge and expertise in planning, directing, and executing the functional responsibilities and procedures for the Career Development Element of the Military Personnel Flight, and provide advice and assistance to commanders and senior leaders on military personnel programs.
Salary range does not include locality pay.

- Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
- Manages all military personnel programs that fall under Military Personnel Flight Career Development Section for the installation and associated units, which includes but is not limited to assignment actions, reenlistment and extension actions, and retirement and separation actions.
- Manages DAF Officer and Enlisted Promotion Programs and other special action programs. Monitors and ensures employees meet time critical suspense's regarding processing Promotion Recommendation Forms and other actions as deemed necessary to ensure proper promotion consideration.
- Advises commanders, supervisors, managers, and employees on various personnel programs. Ensures commanders and supervisors are aware of their responsibilities in support of various personnel programs under his/her control.
- Assures the integrity of the military personnel data systems. Ensures accuracy and timeliness in processing personnel actions into the automated system. Reviews products for unfavorable trends and initiates corrective action.
- Provides oversight of the installation passport and visa program. Ensures all acceptance agents meet all qualifications listed in the federal Passport Agent's Reference Guide (PARG) and a sufficient number of Acceptance Agents are trained to meet demand and quality customer service.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management series, 0201
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include providing support in military human resources programs such as personnel assignment system, benefits and entitlements, retention, incentives, training, promotions, Officer and Enlisted performance reports, military awards and decorations, Line-of-duty reports, casualty reporting system, deployment planning and execution, and officer appointment program.

EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of and skill in applying a wide range of military personnel principals, policies, practices, analytical, diagnostic techniques, concepts, legal requirements, and methodology to gather facts, respond to questions, ensure regulatory compliance and provide advisory services to solve a wide range of complex military personnel problems and issues.
- Analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate and recommend to management appropriate interventions to resolve complex interrelated personnel problems and issues. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate actions.
- Knowledge of techniques for developing new or modified personnel work methods, approaches or procedures for delivering effective personnel services to clients.
- Knowledge of interrelationship of military personnel programs to properly refer managers and customers for assistance and technical problem solving.
- Skill in written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
- Ability to use personal computers and related software applications in support of office functions
