The primary purpose of this position is to serve as a first level supervisor, to provide planning, direction and organization, and to exercise control over nonsupervisory employees assigned to the Deployment and Distribution Flight, Cargo Movement Element, Logistics Readiness Squadron.

Duties

  1. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  2. Plans, organizes, and directs the activities of the Cargo Movement Element of the Logistics Readiness Squadron.
  3. Represents the Cargo Movement Element with a variety of installation and functional area organizations.
  4. Conducts pre-and post-audits and maintains shipping documentation. Conducts pre-audits prior to the payment of freight bills.
  5. Determines freight classification for a variety of items some of which have no record or published classifications.
Salary Range: This is an NH-03 position with full salary potential within that band, however the initial salary range offered for this position will be $47,738.00 to $75,479.00 which includes locality pay percentage, unless statutory or regulatory rules prevail. Follow on salary increases based on contribution MAY be earned within the full salary of the NH-03 pay band.

  • Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Utilizes required security and safety practices and procedures. The employee will wear protective safety equipment and clothing when appropriate.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This is a key position, and the duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the (con't)
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Must be able to obtain and maintain appropriate HAZMAT training and/or certification IAW governing agency requirements.

Conditions of Employment Continued:

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Freight Rate Series, 2131.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-02, equivalent to the next to lower grade GS-05 to GS07 or equivalent in the Federal Service. Specialized experience must include knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NK-02 level is required to meet the time-in-grade requirements for the NK-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments.
  4. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities.
  5. Skill in communicating factual and procedural information clearly, orally and in writing.
  6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to apply procedures and directives by reading and interpreting transportation related instructions and guidelines.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
Note: The VOW Act provides tentative preference. If appointed, a DD Form 214 must be submitted upon receipt.
