Major Duties

The United States Space Force (USSF) at Wright Patterson Air Force Base, Dayton OH is searching for a MILCON Construction Lead to support NSIC/S10 (GG-0801-13). ** Please note: This position is being filled as a DCIPS Term Appointment (DTA) to meet non-permanent staffing needs. The initial appointment will be for 5 years and may be extended in one-year increments, not to exceed a total of 8 years, based on mission needs and funding availability.** Description: This position will be the Construction Team Lead, taking the requirements of the National Space Intelligence Center (NSIC), 73rd Intelligence, Surveillance and Reconnaissance Squadron (ISRS) and 76 ISRS to a design Architect-Engineer contractor to create the 100% Design, then to construction, and finally to operation of the new facility. The facility will fully incorporate ICD 705 requirements and candidate will need to know all details included therein. Lastly, experience in leading other engineers and architects in a collaborative environment is highly desired. Ideal Candidate: Possesses Professional Engineer License, with a deep understanding of new facility construction within the Dept of Defense. Familiar with construction supporting the Intelligence Community. Additionally, the ability to work with a variety of personnel of very disparate training backgrounds to drive the design and construction of the new Space Force Intelligence Center. Key Skills and Abilities: 1. Knowledge of a wide range of multidisciplinary professional engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures. 2. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System (PPBS). 3. Knowledge of standard contracting regulations, practices, and procedures; and knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems. 6. Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources based on mature judgment and experience, and present and/or defend a position effectively.
