Duties

-Performs heavy mobile equipment mechanic work including troubleshooting malfunctions, determining the type and extent of repair required, repairing, and maintaining equipment including, but not limited to, 25,000 (25K) and 60,000 (60K) pound capacity aircraft platform loading deck cargo loaders, 50,000 (50K) pound capacity container handlers, bulldozers, power shovels, road graders, mobile cranes, and other types of material handling and construction equipment.

-Performs automotive mechanic work including troubleshooting malfunctions, determining the type and extent of repair required, repairing, and maintaining vehicles including forklifts, tow tractors, truck tractors and trailers, sweeper trucks, wreckers, busses, vans, ambulances, pickup trucks, sedans, and hybrid vehicles.

-Uses diagnostic tools, orders parts, completes documentation, and provides training and assistance to others.

-Utilizes safety practices and procedures following established safety rules and regulations and maintains a safeand clean work environment.

  • Must receive training on the handling and disposition of hazardous materials.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Must be able to obtain and maintain a secret security clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent must possess or have the capability to acquire an appropriate Commercial Driver's License (CDL) and any required endorsements within 12 months of assignment. This requirement is a condition of employment.
  • Employee is required to utilize security and safety practices and procedures at all times. Must wear protective safety equipment and clothing when appropriate.
  • Position requires the ability to discern colors, contrast, and depth.
  • A pre-employment physical is required.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 5800 - Transportation/Mobile Equipment Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of the position without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a variety of types of heavy and light vehicles and vehicular equipment sufficient to troubleshoot, repair, overhaul, modify, tear down/rebuild, and maintain systems and components.

2. Knowledge of safety practices and procedures and environmental directives pertaining to handling hazardous materials.

3. Skill in troubleshooting and repairing malfunctions in a variety of types of heavy and light vehicles and vehicular equipment.

4. Skill in using a variety of hand and power tools, measuring instruments, and diagnostic test equipment.

5. Ability to interpret and apply manufacturers' repair manuals, technical specifications, schematics, safety manuals, and similar guides sufficient to effectively maintain, repair, overhaul, and tear down/rebuild equipment components and systems.

6. Ability to communicate effectively, provide training to others, and maintain records.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
Note: The VOW Act provides tentative preference. If appointed, a DD Form-214 must be submitted upon receipt.
