The primary purpose of this position is to serve as Quality Assurance manager within the IMAT-OL Financial Management organization to independently conduct various reviews to assess organizational performance
Duties
- Measures Organizational Performance. Provides technical assistance and advise to the Financial Management staff
- Ensures Effective Internal Controls: Oversees Fraud, waste and Abuse program
- Promotes Continuous Improvement Practices: Determines the methods to be used in conducting quality assurance reviews
- Attends Staff Meetings. Attends and participates in all finance staff meetings as needed

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the GS-07 grade level in Federal service which includes knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of financial operations; reliability of financial reporting; and compliance with applicable laws and regulations. Practical knowledge of the major issues, functions, goals and objectives, work processes and administrative operations to conduct internal reviews. In depth knowledge of sources of information about the programs and finances of the assigned area of the comptroller organization, such as that found in accounting and data processing reports, payroll and travel records, work reports, inventory and sales data. Analytical skill is required to conduct studies and investigations, problem analysis, and determine the effectiveness of procedures and evaluating quality data upon which accurate management conclusions and decisions are based. Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions. Knowledge and skill in applying cost-benefits, mathematical and statistical analysis to conduct organizational performance and controls, budget economic, and cost studies analyses. Skill in written and oral communications.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used accounting methods, practices, procedures, regulations, policies, and processes and the ability to articulate this information to employees, supervisors, budget analyst and various managers at local and common level. Knowledge of missions, functions, goals, objective, work processes, and sources of funding pertinent to installations programs/organizations
2. Knowledge of financial management (military pay, civilian pay, and travel) and accounting terminology/structures and the interrelationship of accounts and the effect of transactions on the overall system of ledgers. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks and an understanding of how the internal systems interact and relate to input and output data
3. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions; and correct deficiencies. Ability to establish and maintain effective relationships with and gain the cooperation of various levels of management within the federal and/or private sectors
4.Ability to communicate effectiveley, bit orally and in writing, to justify, defend, prsent and/or advise on accounting/disbursing processes/actons
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
