The primary purpose of this position is: Serves as Lead Contracting Officer Representative in support of AF Modeling and Simulation (AFAMS) support service contract, overseeing stakeholder engagement, contract execution, performance management, and compliance/financial oversight in support of global training requirements.

Duties

1. Serves as Contracting Officer's Representative (COR) in support of AF Modeling and Simulation contract effort, serving as the central COR for all coordination and communication with the contractor, contracting officer, and other COR/ACORs.
2. Serves as Quality Assurance Program Coordinator (QAPC) in support of AF Modeling and Simulation contract effort, serving as the QAPC for all coordination and communication and implementation of individual surveillance plans across the contract.
3. Analyzes and evaluates modeling and simulation contracting programs, goals and objectives.
4. Represents the program office with higher levels within the organization (Senior Executive/Flag Officer) and contractor organizations.

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • This position is subject to provisions of the DoD Priority Placement Program
  • Employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA)requirements applicable to the duties of the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Employee may be required to work overtime.
  • Employee is expected to meet Continuing Acquisition Education requirements IAW DoDI 5000.66 paragraphE2.2.8.

  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Employee is required to submit an initial and annual SF 450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
  • This is a TERM position, not to exceed 30 Sep 2031.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • IAW SA-2020-25 This position requires a physical/medical examination.
  • (Physical cont) The physical/medical requirements of this position as determined are: duties regularly require extended periods of walking, climbing, standing, or bending while observing/evaluating M and S contract projects,
  • ( Physical Cont ) to verify the quality of contract services being provided and to perform verification inspections, personnel evaluations, and examine materials.
  • The individual also makes regular visits to facilities, and contractor shops and may be required to climb in and around facility and support equipment, including confined spaces, to verify the satisfactory completion and quality of produced work.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience which includes knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction.

OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives to interpret contract language to ensure compliance throughout the acquisition lifecycle.2. Knowledge of safety and security regulations, practices, and procedures and other quality assurance surveillance measures to effectively evaluate contractor performance.3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process, specifically relating to modeling and simulation, to ensure accurate development of requirements and measures of success.4. Skills to interpret data, identify trends, and draw meaningful insight to inform strategic direction and decision-making.5. Skill to plan and organize the functions of the staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing in support of Department of the AirForce modeling and simulation enterprise.6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old).
ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
Note: The VOW Act provides tentative preference. If appointed, a DD Form 214 must be submitted upon receipt.
