Required to access and work in DND facilities and therefore must comply with Federal facility health regulations
Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR.
Requires a positive Controlled Goods assessment as personnel will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program.
Required to obtain and maintain a Security Clearance at the NATO Secret Level.
Position Summary
We have a current vacancy for a Ship Maintenance Lead (SML) Engineering Changes (EC) to oversee the planning, execution and closeout activities for ECs within Short Work Periods (SWP).
Following AJISS Business to Business Work Period Planning, Execution and Closeout processes, the SML EC works with Thales’ Engineering, Service Delivery teams, and implementation sub-contractors to manage EC implementation schedules and all associated pre-requisites and other enabling activities in close consultation with the overall SWP project team.
The SML EC:
Monitors all EC activities to completion while preparing and delivering regular work period reports relating to schedule progress, cost and risks.
Is responsible to ensure all EC work executed in the SWP follows all worksite safety plans and procedures.
Key Areas of Responsibility
Reporting to the Coastal Ship Maintenance Team Lead/Waterfront Manager, the SML EC is responsible for:
The Ship Maintenance Lead Engineering Changes is responsible to:
Lead all EC projects by organizing and validating work to ensure successful transition from project planning through to project launch, execution and closeout.
Execute, monitor and control each EC Implementation through to completion.
Acts as the primary point of contact for all stakeholders with respect to the EC implementation function on the ships, liaising with the SWP Project Team and EC Project team frequently.
Supervising (planning, organizing, leading and controlling) Teams and subcontractors to achieve agreed outcomes within their delegated authorities and responsibilities.
Responsible for coordinating and conducting all required activities prior to the commencement of EC implantation activities. This involves subcontractor kick off meetings.
Liaise with the EC Work Package Manager (WPM) providing updates and act a conduit for approvals for arising work.
Provide the appropriate direction, coaching, support and delegation to individual project team members to enable them to achieve the work objectives.
Oversee all EC execution activities for designated SWPs to ensure material readiness objectives for the platforms are being achieved.
Prepare regular reports as required by the contract.
Provide general EC project management support to the AJISS West Service Delivery Team.
Provide frequent updates to all stakeholders on EC planning and implementation progress as required
Assist the EC WPM with warranty related issues and financial claims.
As part of the SWP planning process, review Job Instructions, Statements of Work and other support documentation relating to ECs for completeness prior to take-on.
Review, organize and forward all Objective Quality Evidence (OQE) for ECs to the EC WPM for acceptance and management.
Ensure that issues are resolved at the lowest level and are escalated as required relating to the EC.
Manage and co-ordinate technical assistance and /or advice related to the EC to Ship’s Staff and other RCN personnel.
Attend regular departmental meetings with manager to build and consolidate continuous feedback and improvement mechanisms.
Provide feedback on EC work to the wider Thales Engineering and Service Delivery teams in support of continuous improvement initiatives.
Update procedures and templates as required.
Ensure EC activities are conducted IAW AJISS procedures.
Provide other support the coastal Service Delivery Team when required as assigned by the Ship Maintenance Team Lead / Waterfront Manager.
Minimum Qualifications
3 + Years of experience managing projects and teams, preferably in a ship/dockyard or Naval environment.
Experience in the supervision of teams undertaking maintenance activities.
Strong computer literacy, with proven experience with Microsoft products especially Word, Excel and PowerPoint essential.
Experience interfacing between various internal/external stakeholders within a project;
Strong organizational skills and ability to balance multiple priorities.
Fluent in English, skilled communicator, both written and spoken.
Preferred Qualifications
Possess a minimum 3-Year Technical Program diploma offered by a recognized technical institute or certified as a technologist by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified to the RQ-PO1 or QL-6B level of military technical training.
Experience working within or leading In Service Support Projects
Experience working within a defence environment with active defence force personnel
Experience with the Defence Resource Management Information System (DRMIS), Maximo, or comparable Enterprise Resource Management system
Experience within procurement, project management or warehouse environments

Special Position Requirements
Predominantly working onsite in the Naval Dockyard and onboard Naval Vessels, will also be required to work from the office or from home.
Will be required to undertake inspections, including confined space entry, on Naval ships involving bending and twisting. Tasks may also requiring working at heights.
Schedule: 40 hours per week
Physical Environment: Office and Naval ships alongside in harbour, or at sea, therefore must meet all federal government requirements to access Canadian government facilities, including naval dockyards
Travel: Occasional domestic or international travel will be required, which will include access to government facilities and assets, including naval vessels
Customer Location Based or Site Visits: Access to government facilities and assets, including naval vessels
The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between $90,000 and $110,000 CAD Annually.
