Job Duties & Responsibilities
- Lead the implementation, maintenance, and continual improvement of the Integrated HSE Management System, ensuring compliance with all applicable Singapore HSE, environmental, fire safety, and energy regulations.
- Develop, implement, and monitor HSE policies, objectives, KPIs, and continuous improvement initiatives to promote a proactive Zero Harm culture.
- Conduct and facilitate Risk Assessments (RA), Safe Work Procedure (SWP) reviews, workplace inspections, safety audits, contractor safety management, and machine safety assessments.
- Lead investigations into workplace incidents, near misses, environmental events, and dangerous occurrences, perform root cause analysis, and ensure timely closure of corrective and preventive actions.
- Manage and maintain ISO 14001 Environmental Management System, ISO 50001 Energy Management System, and ISCC PLUS certification, including documentation, internal audits, compliance monitoring, and certification activities.
- Drive environmental sustainability initiatives, including waste management, hazardous substances management, carbon reduction, energy conservation, ESG reporting, and climate change adaptation programmes.
- Support Fire Safety and Emergency Response programmes by coordinating CERT activities, emergency response planning, fire drills, tabletop exercises, and liaison with relevant authorities.
- Manage occupational health and industrial hygiene programmes, including workplace exposure assessments, noise monitoring, indoor air quality, chemical management, and health surveillance.
- Support Business Continuity Planning (BCP) and enhance site resilience through climate risk assessments and emergency preparedness.
- Develop HSE dashboards and reports using Power BI and Microsoft Excel, monitor HSE performance indicators, maintain legal compliance registers, and support digitalisation initiatives.
- Plan and deliver HSE induction, training, awareness programmes, safety campaigns, and HSE Week activities to strengthen employee competency and engagement.
- Prepare statutory, corporate, sustainability, and management reports; coordinate internal and external audits; and liaise with regulatory authorities, certification bodies, and Corporate HSE.
- Perform any other duties assigned by Management and actively support continuous improvement initiatives.
Job Requirements
- 10 to 15 years of experience in Health, Safety and Environment (HSE) within a manufacturing environment
- Degree or Diploma in Engineering, Chemical Engineering, Environmental Engineering, Workplace Safety & Health, Environmental Science, Building, or a related discipline.
- Diploma holders with extensive relevant experience will also be considered.
- Strong knowledge of Singapore HSE legislation, environmental regulations, fire safety requirements, and energy management.
- Good understanding of ISO management systems, industrial hygiene, ESG reporting, climate change adaptation, and business continuity planning.
- Demonstrates leadership, integrity, initiative, accountability, attention to detail, teamwork, adaptability, and a passion for workplace safety, health, and sustainability.
- Registered Workplace Safety and Health Officer (WSHO)
- Fire Safety Manager (FSM)
- Certified in Managing Hazardous Substances
