Role:

Northwood is hiring for a RF Regulatory and Licensing Manager to lead the execution of spectrum licensing and coordination for our global ground network. In this role, you’ll own licensing strategy and delivery across domestic and international jurisdictions, ensuring timely and compliant site deployment. If you’re passionate about operating at the intersection of engineering, policy, and execution in complex regulatory environments, this role is your opportunity to help shape how Northwood accesses and uses spectrum at-scale.

Responsibilities:

Licensing Lifecycle Ownership

  • Own and maintain RF licensing data, including technical databases, license application status, and issued licenses. Keep Northwood’ internal documentation up to date with license application summaries and statuses

  • Own the submission and renewal of frequency license applications for Northwood’s global ground stations.

  • Coordinate with both internal and external stakeholders to assemble, validate, and submit

Regulatory Policy Strategy and Engagement

  • Track existing and emerging radio communication systems, missions, and regulatory developments pertinent to Northwood

  • Develop, evaluate, and recommend licensing strategies aligned with mission needs, regulatory constraints, and risks

  • Build and maintain relationships with key regulatory bodies (e.g. FCC, NASA, MBIE, RSM, ITU-R and others)

  • Engage with regulators throughout Northwood’s licensing processes to drive timely approvals, improve regulatory processes, and advance policy outcomes that support Northwood’s long-term objectives.

Basic Qualifications:

  • Bachelor’s degree in electrical engineering, RF communications (or other engineering degree).

  • 5-8+ years of experience in RF regulatory/licensing engineering

  • Working knowledge of ITU Radio Regulations and international RF licensing processes

  • Strong foundation in RF engineering, with the ability to perform and interpret analyses such as cascaded device analysis, link budgets, interference and coordination studies, out-of-band emissions assessments, and power flex density compliance.

  • Hands-on experience with RF communications systems across development, test, and/or operational environments.

  • Comfort managing competing priorities and delivering results on compressed schedules


Preferred Experience and Skills:

  • Deep understanding of FCC/NTIA and ITU spectrum authorization and coordination workflows

  • Proficiency with analytical and modeling tools such as AGI STK and Python for satellite and RF system analysis
