Our employees are not only part of history, they're making history.Northrop Grumman’s Missile Products Business Unit is looking for a Program Director I to manage the Strategic Facility Program Management Organization (SFPMO), and Strategic International Pursuits in Rocket Center, West Virginia.
The position’s primary responsibilities will focus on strategic alignment, program oversight, ABL facility lease, Long Term Maintenance Projects, and customer relations management with our NAVSEA and NAVFAC partners. The Program Director is responsible for oversight of greater than $100M yearly revenue, facility expansion efforts, and $25M Long Term Maintenance budget. Successful candidate will be responsible for managing complex foreign and domestic customer relationships, leading a team of program management professionals and overall program execution performance related to the ABL facility.
Responsibilities will include but is not limited to:
- Thorough understanding of the ABL Facility and infrastructure
- Lead the SFPMO in managing and achieving the objectives and requirement of the facility lease
- Partner with NAVSEA and NAVFAC counterparts in executing facility lease requirements
- Strategically navigate the LTM approval process and utilize LTM investment for projects and infrastructure that improve and increase the capabilities and capacity of ABL
- Lead a multi-faceted IPT, inclusive of, but not limited to, Business Management, Contracts, Facilities Engineering, and Program Management
- Manage Portfolio revenue, operating margin and cash performance.
- Presenting to and communicating with Executive Leadership on a regular cadence
- Lead a high-performance team of Program Managers, 5-7 FTEs
- Program Leadership of key International Pursuits
- Lead Missile Products support of the Guided Weapons and Explosive Ordnance Enterprise (GWEO)
- Providing overall vision, leadership and direction to the program team (to include development of team members, team engagement, issue resolution, and initiating corrective actions)
- Providing leadership and direction to dotted line functional managers and operations to ensure management of all phases of execution from proposal development through contract closeout is successfully achieved.
- Strategically planning through directing program and portfolio strategy development that integrates with the overall business and strategy; and participating in the business strategic and NCTA planning processes
- Managing program risk and opportunity process. Lead team through the Identification of potential risks and opportunities that could impact portfolio performance and takes proactive action to resolve issues regarding cost, schedule, prioritization, and resource allocation.
- Establishing and clearly communicating overall portfolio objectives, mission, vision and strategy – builds morale and supports team needs.
- Driving timely and clearly communicated decisions and recommendations to senior leadership, the program team, and management team.
- Building and maintaining positive relationships with USG customers and LTM subcontractors
- Managing proposal teams and timely commitment reviews with senior leadership. Ability to communicate with senior leadership and outline potential opportunities, proposal schedules, financial positions, and proposed risks.
Basic Qualifications:
- 15 years of experience required, with at least 10 years of experience in a P&L or Functional Leadership role.
- Minimum of 5 years in a P&L or Functional Leadership role with direct reports
- Excellent interpersonal skills with ability to lead the organization daily
- Demonstrated ability to manage revenue, operating margin, and cash performance of programs.
- Master of project management skills and techniques including, experience leading Integrated Program Teams, work breakdown structures and integrated master scheduling.
- Experience working on International Projects
- Prior Experience in complex Contract Management is critical
- Demonstrated experience working with internal and external customers to ensure project success.
- Strong formal and informal communication skills with all levels of internal and external management.
- Ability to operate and lead in team environment and teach and mentor others to manage in same way – a strong willingness to learn, take initiative and resolve issues.
- Ability to resolve disputes and negotiate with positive outcome while maintaining good relationships with customers.
- Defense Industry and DoD contract experience strongly desired
- Ability to manage risk to reduce likelihood and severity of program impacts.
- Strategic thinker with excellent organizational skills
- Must be a US Citizen and able to obtain a DoD Secret Clearance
- Able to travel domestically and internationally up to 25% of the time
Preferred Qualifications:
- Prior experience with leading Profit and Loss for a Business and/ Market Segment
- Solid understanding of the ABL Campus and Infrastructure
The successful candidate will be responsible for managing complex foreign and domestic customer relationships
Primary Level Salary Range: $193,800.00 - $290,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
