NGINE delivers high‑quality, mission‑critical software that powers the nation’s most advanced defense programs.
We are looking for a Portfolio Manager (Manager 3) to join the NGINE leadership team. This position will be located in Roy, UT, Huntsville, AL or fully remote.
In this role, you will drive flawless execution of NGINE‑assigned initiatives, guaranteeing that each project integrates seamlessly with its parent program while delivering the highest quality outcomes. Reporting directly to the NGINE Technical Director, the successful candidate will thrive in a geographically‑distributed, fast‑moving environment, leveraging your strong communication, stakeholder‑management, and presentation skills to keep teams aligned, risks mitigated, and milestones met.
What you will get to do:
- Program Review Authority (PRA): Own accountability for NGINE assigned program scope and the quality-of-service delivery.
- Backlog Management: Ensure incoming program scope is represented in the NGINE backlog, ensuring clear definition, sizing, and prioritization.
- Training & Service Delivery Coordination: Track, schedule, and prioritize NGINE training initiatives and service delivery activities that extend beyond the core NGINE organization.
- Labor Demand Planning: Forecast and maintain accurate labor demand for current and future scope, driving resource alignment and capacity planning.
- Process Tailoring & Governance: Review, approve, and enforce any NGINE process tailoring required for specific programs; ensure consistent adherence to NGINE standards across all work streams.
- Cross Functional Liaison: Act as the primary point of contact for coordination with the broader Northrop Grumman (NG) business and with other functional organizations to guarantee seamless execution of program scope and service delivery.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
You’ll Bring These Qualifications With You:
- Bachelor’s Degree 8 years relevant experience OR a master’s with 6 years’ experience or an additional 4 years in lieu of degree.
- Minimum 3 years in a formal leadership role, overseeing multiple concurrent efforts, projects, or sub‑projects.
- Proven ability to forecast, track, and manage labor demand for complex projects.
- At least 3 years leading initiatives that include significant software development components.
- Hands‑on experience with the full engineering product lifecycle and associated engineering processes.
- Familiarity with Agile methodologies (e.g., Scrum, Kanban).
- Proven track record of delivering high‑quality results on schedule and within budget
- Ability to obtain and maintain a DOD Secret clearance
Preferred Qualifications:
- Profit & Loss (P&L) responsibility
- Active DOD secret clearance
- Strong analytical and decision‑making capabilities
- Excellent written and verbal communication; ability to influence senior stakeholders
- Formal Program Review Authority (PRA) experience
- Agile certifications (SAFe, etc.)
- Experience with NGDS technology and architectures
