Summary
You will serve as a Supervisory Human Resources Specialist providing leadership and technical direction for enterprise Staffing and Classification operations supporting multiple Centers and Agency-level customers. You will ensure compliant, timely, and strategic delivery of human capital services aligned with mission priorities.
Salary range reflects the lowest and highest potential salaries. Salary range varies by selectee(s) location.

Current NASA Shared Services Center (NSSC) federal employee serving on a career, career-conditional, Schedule A for individuals with disabilities, or NASA term appointment that provides eligibility to convert to a permanent appointment or a current NASA employee on a long-term rotational assignment to the NASA Engineering and Safety Center or the NASA Safety Center.
Duties
- Plan, assign, direct, and evaluate the work of HR Specialists and Assistants performing competitive and noncompetitive staffing and position classification.
- Provide authoritative guidance on delegated examining, merit promotion, direct hire authority, veterans’ preference, term and temporary appointments, and related hiring flexibilities.
- Oversee position classification activities, including development of position descriptions, application of OPM classification standards, supervisory determinations, and complex desk audits.
- Advise senior leaders on hiring strategies, workforce planning, and organizational design to meet evolving mission requirements.
- Ensure compliance with merit system principles, applicable laws and regulations, and Agency policy, and implement quality control measures to mitigate risk.
- Monitor performance metrics and workload trends to ensure timely, accurate, and customer-focused service delivery.
- Partner across organizations to resolve complex staffing and classification issues impacting mission execution.
- Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
Requirements
- Duty location will be determined upon selection. While this position is not remote, if you are selected and are currently on a time limited or indefinite exception to reporting on-site, it may continue.
- Subject to completion of a one-year supervisory probationary period.
- You must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Analyzing and providing recommendations to resolve problems or issues which directly affect the accomplishment of complex staffing and placement issues based on sound interpretation of regulations, policies, guidelines and practices.
- Providing expert advisory, consultative, and technical services on a broad range of staffing actions that involve complex and controversial issues.
- Conducting quality reviews of staffing or classification actions; identifying and mitigating regulatory risk; and monitoring performance metrics.

- Qualified candidates eligible for consideration under Schedule A or VRA in accordance with veterans' preference rules, as applicable.
- Qualified candidates that are eligible for special hiring authorities or non-competitive hiring authorities.
