Senior Interagency Advisor, Export Control & Interagency Liaison Division
Job Description
Summary
NASA's senior advisor and principal liaison to the Department of War (DoW) advises on matters involving the totality of NASA missions with particular emphasis on science, technology, research, and development activities. The incumbent provides authoritative guidance across defense-related interagency issues, engagements and partnerships, represents NASA in high-level policy forums, and ensures alignment of NASA 's programs with national policy priorities.

Duties
The Senior Interagency Advisor, Export Control & Interagency Liaison Division:
- Serves as NASA's senior representative in negotiations and policy discussions with Department of War (DoW) and other federal agencies on national security issues.
- Shapes interagency strategies that integrate NASA capabilities with national security priorities; coordinates positions for senior NASA leadership in high-impact forums.
- Coordinates NASA-wide review and approval of White House national security policy matters. Provides authoritative advice on laws, regulations, directives, and national security policies affecting NASA.
- Interprets complex national security policy and statutory/regulatory frameworks; develops agency guidance and risk-mitigation approaches for sensitive collaborations.
- Assesses and advises on technical matters impacting interagency cooperation, including dual-use technologies, industrial base and supply chain for collaborative activities.
- Leads the development of specialized decision memoranda for NASA executives on interagency initiatives, to include technical matters.
- Builds and sustains relationships with senior officials, including DoW leadership and other high-ranking counterparts, to advance NASA's objectives.
- Represents NASA in high-level working groups, briefings, and White House-led policy processes on sensitive or controversial topics; secures agreements and resolve disputes through negotiation.
- Conceives, plans, and manages cross-agency initiatives that synchronize NASA technical programs with national security priorities.
- Leads internal governance activities to drive timely execution of interagency actions and commitments.
Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278e) within 30 days of appointment and annually from then on.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of random drug screening may be required.
- Must be able to obtain and maintain a security clearance as required by the position.
- Must be a U.S. Citizen or National.
- Must meet qualifications requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE:
Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in leading cross-agency strategies that align civil space capabilities with national security priorities, including shaping positions for senior decision forums and achieving inter-agency agreement on sensitive issues. In order to be successful in the position, substantial knowledge across relevant space systems or technologies sufficient to advise at an authoritative level and assess implications for national security collaboration also is required.
