Job Description

This vacancy consists of a variety of positions aimed at insourcing critical skills. Roles may include Program and project analysis, supporting Contract Officer Representative, Business and other mission support functions essential to human spaceflight. In this position you will also lead teams and special projects as well as coordinate with a variety of stakeholders, including Division and Directorate level staff.

Major Duties

Serves as a senior management analyst and program advisor for the Flight Operations Directorate (FOD), integrating business operations, program execution activities, and contractor-supported functions to support Directorate strategic priorities

Provides contract oversight for cost, schedule, and technical performance; maintains relationships with NASA and Contractor management; and develops and tracks performance metrics for assigned contracts.

Provides support to FOD Program management as an integrator working closely FOD Assistant Directors as well as Office of the Chief Financial Officer (OCFO) counterparts

Supports all aspects of the FOD business function including but not limited to budget integration, cost tracking, and workforce planning.

Produces complex analyses and written materials, including policies, briefing papers, congressional reports, program summaries, and executive briefings.

Leads smalls teams for special projects in the FOD Business Office that may support a variety of customers.

Maintains expert knowledge of Flight Operations Directorate (FOD) programs, operations, and mission support activities to advise leadership and support Directorate strategic objectives.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Performing oversight, management, operations, and analysis activities designed to integrate products and deliverables into budget development, decision making, and execution processes; Developing multiple alternative program strategies, policies, or recommendations to support program execution, organizational priorities, and operational planning, and briefing senior management on proposed actions and impacts; and Analyzing, evaluating, or assessing the performance of projects or programs to support program execution.
