Job Description
Summary
You will serve as the Marshall Space Flight Center (MSFC) IT Chief Engineer providing strategic mentorship and technical guidance to ensure the successful delivery of diverse IT projects. You will foster a supportive culture of knowledge sharing and cross-boundary teamwork to support the overarching enterprise and to satisfy mission needs while improving service delivery, advancing highly technical interchanges, and enabling effective collaboration across stakeholders.

Duties
- Solves complex technical challenges for the Office of the Chief Information Officer (OCIO), customers, missions, and peers. Leads complex technical design and development activities to support stakeholder requirements.
- Supports the development and mentorship of junior technical IT specialists and assists in continually pushing the organization into new innovative solutions.
- Acts as the AI technical liaison for Marshall Space Flight Center (MSFC) OCIO, collaborating with key stakeholders to implement ethical AI practices and align center-wide strategies.
- Analyzes data, communicates progress to MSFC or NASA OCIO management, and assists drafting reports for review on progression of initiatives or mandates. Reports on or resolves any technical disputes or disagreements.
- Translates technical concepts into clear, actionable information for non-technical audiences. Manages reporting processes and serves as a communications conduit between the OCIO, MSFC leadership, NASA partners, and other stakeholders.
- Supports Digital Transformation (DT) activities and working groups and serves as the MSFC IT point of contact for those activities, to include being the primary OCIO interface to MSFC innovation and the DT community.
- Collaborates with team members, stakeholders, engineers, developers, and business analysts to translate mission requirements into architectural designs and implementation plans.
- Stays informed of MSFC-specific mission activities to ensure IT services are optimally configured, aligned, and implemented to support mission and organizational objectives.
Requirements
- This position may require a one-year probationary period. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11. **See Additional Information section**
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Implementing IT architecture as designed or required by stakeholders;
- Communicating complex IT information to non-technical personnel orally and in writing; and
- Leading IT projects involving multi-discipline teams to technical solutions.
You MUST also have IT-related experience demonstrating each of the four competencies listed below:

- Qualified Group - Applicants who demonstrate the basic qualifications, with general knowledge, skills, and abilities.
- Best Qualified merit promotion candidates. Highly Qualified merit promotion candidates may also be referred, if additional candidates are needed.
- Qualified candidates eligible for consideration under Schedule A or VRA in accordance with veterans' preference rules, as applicable.
- Qualified candidates that are eligible for special hiring authorities or non-competitive hiring authorities.
