Job Description
Summary
Serves as an Information Technology Specialist and Contracting Officer's Representative supporting enterprise Information Technology service contracts within the IT Contracts Management Branch of the Enterprise Business Management Office. Oversees contractor performance, reviews deliverables and invoices, coordinates with stakeholders, and supports contract execution to ensure effective delivery of Agency IT services.
Salary range reflects the lowest and highest potential salaries of NASA locations. Actual salary range varies by selectee(s) location.

Duties
- Serve as Contracting Officer’s Representative (COR) for enterprise-level Information Technology service contracts supporting Agency programs and mission operations.
- Oversee Information Technology contractor performance against contract requirements, including cost control, schedule adherence, service delivery metrics, and contractual deliverables.
- Coordinate with Contracting Officers, program stakeholders, and technical leads to resolve performance issues and ensure contract compliance.
- Review and validate contractor deliverables, invoices, and performance documentation to ensure alignment with contract requirements.
- Lead evaluation activities supporting performance assessments, including review of metrics, deliverables, and supporting documentation.
- Advise senior leadership on contract performance, operational risks, and recommended actions to improve service delivery and contract outcomes.
- Support contract planning activities including requirements refinement, acquisition strategy input, and transition planning for follow-on contracts.
- Coordinate across NASA centers and mission organizations to ensure consistent implementation of enterprise Information Technology services.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Monitoring contractor performance against contract requirements, service level agreements, and performance metrics for Information Technology services;
- Reviewing contractor deliverables, invoices, and supporting documentation to determine compliance with contract terms and performance requirements;
- Coordinating with contracting officers, technical stakeholders, and program leadership to address contract performance issues and support acquisition activities.

- Qualified Group - Applicants who demonstrate the basic qualifications, with general knowledge, skills, and abilities.
- Best Qualified merit promotion candidates. Highly Qualified merit promotion candidates may also be referred, if additional candidates are needed.
- Qualified candidates eligible for consideration under Schedule A or VRA in accordance with veterans' preference rules, as applicable.
- Qualified candidates that are eligible for special hiring authorities or non-competitive hiring authorities.
