Job Description
Summary
The NASA Shared Services Center is seeking skilled individuals to serve as a Human Resources Specialist responsible for providing advisory services and operational support in one or more human resources functional areas. Initial selections will be made for Staffing Specialists. Assignments increase in scope, complexity, and independence based on grade level.

Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Provides support in one or more HR functional areas by applying established HR policies, procedures, and guidance for a range of recurring or well-precedented operational or strategic issues.
- Reviews and processes assigned HR actions or case materials for accuracy, sufficiency, and compliance with requirements.
- Researches regulations, policies, and internal guidance to respond to questions and support issue resolution.
- Drafts correspondence, reports, and other written materials related to assigned HR work.
- Coordinates with customers and stakeholders to clarify requirements, obtain needed information, and facilitate completion of HR actions.
Requirements

- This position may require a one-year probationary/trial period. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11. **See Additional Information section**
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-07, you must have:
a) One year of directly related specialized experience equivalent to the GS-05 level
- Applying Human Resources principles and practices to well-precedented, recurring issues such as communicating factual and procedural information, reviewing documents for completeness, or responding to routine inquiries.
- Providing support or guidance to team members or management on HR-related matters
b) Completed 1 full academic year of graduate study in an appropriate field
OR
c) Completed a bachelor's degree in an appropriate field and meet Superior Academic Achievement (SAA) criteria. SAA: (1) you must be in the upper third of your graduating class in the college, university, or major subdivision; or (2) you must have a 3.0 or higher out of a possible 4.0 GPA; or 3.5 or higher out of a possible 4.0 GPA based on courses completed in your major field of study during the final 2 years of the curriculum; or (3) election to membership in a national scholastic honor society
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-09, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level
- Providing support in human resources or closely related administrative work by applying policies and procedures, reviewing and processing HR-related actions;
- Researching guidance and responding to customer inquiries;
- Preparing written materials or case documentation.
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL.B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

- Qualified Group - Applicants who demonstrate the basic qualifications, with general knowledge, skills, and abilities.
- Best Qualified merit promotion candidates. Highly Qualified merit promotion candidates may also be referred, if additional candidates are needed.
- Qualified candidates eligible for consideration under Schedule A or VRA in accordance with veterans' preference rules, as applicable.
- Qualified candidates that are eligible for special hiring authorities or non-competitive hiring authorities.
