Summary

As the Hazardous Operations Safety Engineer, you will be evaluating, monitoring, & performing safety risk assessments for facilities, systems, equipment, & operations at Glenn Research Center. You will work with the Pressure Systems Office to help ensure the facilities include pressure system risks in their assessments. You will serve as a hydrogen & oxygen systems subject matter expert to the facility engineers & advise on standards and codes applicable to the use of hazardous gases/liquids.

Duties

  • Serve as the Designated GRC (Lewis Field and Armstrong Test Facility) Hazardous Operations Safety Engineer (HOSE) for operations involving hazardous gases/liquids, including but not limited to Hydrogen and Oxygen.
  • Advise and resolve technical matters, while also making recommendations to management.
  • Support NASA HQ and GRC working groups, and audits as required.
  • Work closely with management to utilize data to render hazardous operations safety advice, consultation, and assistance.
  • Calculate quantity distances for pressurized systems, perform qualitative review analyses and serve as the subject matter expert for hazardous operations.
  • Develop and propose safety requirements and criteria, review plans and specifications for new construction or building alterations and monitor project completion to ensure compliance with safety codes and standards.
  • Lead Technical Interchange Meetings with project/program engineers to review operational plans, evaluation data and findings, review current or future plans in regard to compliance on the Federal and Agency level.
  • Maintain contact with other stakeholders to develop the program, while also preparing procedures and reports to facilitate and conduct mishap investigations.
  • Manage the hazardous operations safety inspection program involving field surveys and investigations of facilities, systems, or equipment. Serve as subject matter expert on materials compatibility.
  • Use Advanced Hazards Analysis techniques to facilitate and advise on hazards analysis assessments for both facility and testing needs. Review operating procedures for the handling and storage of hazardous gases/liquids.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Developing hazardous safety requirements and criteria in areas such as construction, facilities, systems, equipment, and hardware;
  • Managing and providing recommendations for safety program operations and compliance in areas such as pressure systems, propellant systems, chemical operations;
  • Leading and Performing safety operations such as hazards analysis, field surveys, mishap inspections, and safety compliance;
  • Evaluating design, fabrication and/or use of gaseous and liquid systems, such as materials selection, hazards analysis and siting requirements.

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
