
Environmental Protection Specialist (Direct-Hire)
Job Description
Summary
As an Environmental Protection Specialist with the Environmental Management Office (EMO) you will be responsible for overall environmental compliance for programs such as the Center's Water Quality, Hazardous Materials Management, Pesticide Management, and Natural Resource Management Programs.
Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Lead the planning, implementation, and technical oversight for environmental compliance programs, such as water quality; hazardous material and toxic substances management; natural resources and pesticides management.
- Oversee the hazardous material management program which includes Emergency Planning and Community Right-to-Know Act reporting and Toxic Substances Control Act compliance. Assist personnel with mitigation strategies to meet regulations.
- Oversee the water compliance program which operates under three permits and an Administrative Order. Act as the Dual Combined Administrator of VA Department of Environmental Quality, Erosion and Sediment Control and Stormwater Management program.
- Manage the Natural Resources Management and Pesticides Management Programs. Complete Section 7 or wetland consultations. Ensure the Natural Resource Management Plan (NRMP) is updated and implemented.
- Review projects and operations, determine impacts due to permit conditions and/or regulations and recommend mitigation strategies; Recommend design guidelines and contract language to ensure environmental compliance.
- Perform inspections of equipment, operations, and construction sites to ensure compliance with regulations and permit conditions. Point of contact in regulatory negotiations and inspections. Ensure corrective actions are completed in a timely manner
- Perform environmental support contractor oversight including guiding and evaluating contractor effort and monitoring compliance with requirements. Assess progress in relation to the established statement of work, schedule, and resources allotted.
Requirements

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
- Supporting all aspects of environmental compliance programs such as water quality (stormwater and sanitary), hazardous material management and/or natural resource management;
- Reviewing projects, determining impacts due to permit conditions and/or regulations and recommending mitigation strategies;
- Recommending design guidelines and contract language to ensure environmental compliance; and
- Conducting inspections and recommending mitigation strategies to ensure environmental compliance.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Overseeing the management and the implementation of environmental compliance programs such as water quality (stormwater and sanitary), hazardous material management and/or natural resource management; Environmental permit strategy and execution and negotiating with stakeholders;
- Overseeing project reviews, determining impacts due to permit conditions and/or regulations and recommending mitigation strategies;
- Developing policy, design guidelines and contract language to ensure environmental compliance; and
- Conducting inspections and execution of corrective actions to ensure environmental compliance.
