Job Description
Summary
As the Contracting Officer's Representative (COR) for the Center Maintenance, Operations, and Engineering (CMOE) contract at NASA Langley Research Center, you will provide technical oversight and surveillance of a mission-critical facilities services contract. You will serve as the primary liaison between the contractor, the Contracting Officer, and Center leadership to ensure contract performance, compliance, and alignment with NASA's mission.

Duties
- Serve as the primary representative for the contract, providing continuous technical surveillance and performance evaluation of contractor activities across NASA Langley’s facility portfolio.
- Monitor contractor performance against established plans, scopes, standards, and indicators, documenting findings and recommending corrective actions to the Contracting Officer as warranted.
- Review and validate contractor invoices, funding requests, and cost documentation for accuracy and contract compliance, and track expenditures to support sound financial management.
- Apply technical knowledge of facility maintenance, operations, and engineering principles to evaluate contractor work plans, technical submittals, and proposed solutions for contract compliance.
- Serve as the primary technical interface between mission partners and contractor, preparing and delivering performance briefings and status reports to leadership and the Contracting Officer.
- Maintain comprehensive, auditable surveillance documentation, including performance assessment reports and contractor evaluation records, in accordance with Federal and Agency requirements.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- Position subject to higher-level clearance. Investigation/Clearance may differ and be required based on the duty location/Directorate/Division/Branch requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Serving as a Contracting Officer's Representative (COR) or contract oversight role for a large-scale, multi-million dollar services contract, including monitoring contractor performance, documenting surveillance findings, and recommending corrective actions;
- Analyzing contractor cost, schedule, and performance data to identify trends, risks, and deficiencies, and preparing assessments, briefings, and recommendations for senior leadership and contracting officials;
- Coordinating technical requirements and contract compliance activities across multiple organizational stakeholders, including reviewing and validating invoices, tracking expenditures, and maintaining auditable contract documentation in accordance with federal acquisition regulations.
Experience with Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) at Levels 2 or 3 is highly preferred.

- Qualified Group - Applicants who demonstrate the basic qualifications, with general knowledge, skills, and abilities.
- Best Qualified merit promotion candidates. Highly Qualified merit promotion candidates may also be referred, if additional candidates are needed.
- Qualified candidates eligible for consideration under Schedule A or VRA in accordance with veterans' preference rules, as applicable.
- Qualified candidates that are eligible for special hiring authorities or non-competitive hiring authorities.
