Responsibilities:
The Enterprise IT Services Business Administration Section is seeking a Senior Business Administrator to support the Enterprise IT Services Division (6100). The position reports to the Division Business Manager.
The Senior Business Administrator will support the management and guidance of division business operations including financial, human resources, workforce, acquisitions, facilities, safety, and property management. And will also partner with division management on long range strategic planning and participate in the development and implementation of the organization’s objectives and goals.
Tasks include but are not limited to:
Assisting the Division Business Manager with a variety of activities including budget planning and financial analysis, reporting, rewards and recognition, various human resources activities, workforce analysis, facilities, safety, and property management.
Preparing or coordinating monthly and/or quarterly scheduled and ad-hoc financial analyses, reports and data as requested by management for strategic planning, performance reporting, and forecasting.
Developing automated reports, dashboards, and business metrics.
Providing budgeting and financial support to Division technical staff.
Supporting Business Administrators across the Division by developing and coordinating best business practices.
Acting as liaison to other Laboratory organizations, including representation of and participation on various committees.
Serving as backup to the Division Business Manager for specified functions.
Performing ad hoc duties as assigned.
Qualifications:
Typically requires a Bachelor’s degree with a minimum of 6 years of related experience; Master’s degree in similar disciplines with a minimum of 4 years of related experience; or PhD in similar disciplines with a minimum of 2 years related experience.
Extensive understanding and wide application of advanced principles, theories, concepts and techniques in Business Administration, Financial Planning, Workforce Administration, Safety and Facility Management.
Must have advanced skills in MS Office Suite (Word, Excel, PowerPoint, Access, Outlook, etc.) and familiarity with Workday.
Must be a self-starter with strong analytical and problem-solving skills with proven track record to plan, prioritize, multi-task, complete assignments, and resolve highly complex issues independently and in a team environment.
Successful history of establishing trust with customers and working as a strong, collaborative business partner with all levels of personnel, and an ability to effectively lead teams of both business and technical groups.
Must have the ability to use tact and discretion when working with critical or confidential data.
Strong analytical and financial skills in conjunction with excellent communication, training, and presentation skills.
The ability to describe complex issues clearly and effectively with all levels of employees and management including the ability to analyze, interpret, synthesize and effectively present complex information at key leadership meetings.
Preferred Skills:
Extensive administrative experience in the areas of financial analysis, budgeting, cost analysis, asset management, workforce planning, and human resources.
Proven ability to navigate changing project scenarios and life cycle cost.
Experience managing chargebacks and/or service centers.
Experience with ORACLE financials and requisition modules, as well as applications including Data Extractor, IBT, OBIEE Analytics, Power BI, and Workday.
Knowledge of organizational operations, applicable Laboratory and NASA policies and procedures, and government regulations.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training.

$96,928 - $151,008
