In this position you will be a member of the Office of Task Order Management and Pricing and partner closely with the Project Controls Section, within JPL’s Financial & Business Operations Directorate. These teams manage task orders under the Caltech–NASA Prime Contract that operates JPL, generate the cost and price detail behind Laboratory proposals, and provide project cost control, planning, and analysis support to JPL’s programs and projects.


As a Level 2 Project Resource Analyst, you will provide cross cutting support on institutional tools and reporting products that the projects across the full business lifecycle of JPL’s research and development efforts.  You will provide support to the team overseeing task orders from initiation through close-out, including task order funding and performance management; and provide support to the team developing cost and price estimates in support of proposals. You will serve as an interface with NASA, sponsoring agencies, and internal stakeholders; provide strategic guidance; and help resolve complex contractual, pricing, and resource planning tool issues. This role requires strong analytical skills, independent judgment, and the ability to influence decisions across multiple organizations while working collaboratively in a stakeholder-heavy environment.

This role is based in Pasadena, CA. Work is on-site.


Key Responsibilities may include but are not limited to:

  • Cross-Functional Collaboration & Teamwork: You will partner with a lead analyst to support institutional reporting tools that support pricing, business, program management, and technical teams.  These systems serve to ensure accurate cost reporting to NASA, provide the lab with accurate institutional business and workforce forecasts, support to the annual NASA budgetary exercise (Program Planning Budget and Execution).

    You will support in the development and maintenance of an internal reporting and tracking system that will provide key insights into task order development metrics and tracking of proposal pricing activities.
  • Task Order Management: You will support systems that feed and track task order data to ensure systems are compliant with contractual terms and timely rollout to project teams related to task order modifications (e.g., task plan revision, funding actions, and no-cost extensions).
  • Pricing & Cost Estimating: You will provide support to the team that generates cost/price detail and proposals.  You may be called upon to support ad-hoc reporting using ProPricer, internal tracking systems, and other reporting and analysis needs.
  • Project Resource & Cost Analysis: The data systems that this Office manages and oversees provide support to the business teams that establish cost controls to missions in all stages of the project lifecycle from concept studies, formulation, development, integration & test, launch and operations.

Qualifications

  • Typically requires a Bachelor’s degree in business administration, business law, business, or a related discipline with a minimum of three (3) years of related experience. Master's with 1 year of experience.
  • Experience in financial resource management, workforce planning, business forecasting, funds administration, and EAC/cost analysis.
  • Knowledge of Business Computer Information Systems such as the Microsoft ecosystem of collaboration toolsets, web interfaces, wiki platforms, and advanced Excel knowledge.
  • Ability to work independently with limited direction and interface effectively with all levels of program/project management, technical organizations, subcontractors, and Sponsor.
  • Resourceful and self-motivated, with advanced verbal and written communication skills and the ability to convey complex pricing and contractual concepts to both technical and business personnel.
  • Strong user of Microsoft Office (Excel, Word, PowerPoint).
