Program Manager – C-17 Heavy Maintenance and Modifications

Boeing Global Services (BGS) is looking for a Program Manager to join our C-17 Heavy Maintenance & Modifications team in San Antonio, TX.

This role will lead end-to-end program execution for Heavy Maintenance and aircraft Modification efforts for the C-17 fleet and is responsible for delivering safe, compliant, on-time services within budget and to world class quality standards. This critical leadership position represents the company with internal and external customers and stakeholders while leading cross-functional teams, managing program risks, and ensuring performance meets contract, quality, schedule, and cost objectives.

Position Responsibilities:

  • Senior leadership and management for C-17 maintenance and modification program requirements, including planning, execution, performance, and contract compliance
  • Demonstrate knowledge of organizational development dynamics/principles (e.g., mitigate resistance to change, whole systems thinking and design, organization design and effectiveness)
  • Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.
  • Ensuring cross-functional services are integrated/aligned and driving desired outcomes
  • Serve as the primary point of contact for customer stakeholders, government program offices, vendors, and internal functional leads
  • Demonstrate knowledge of the Earned Value Management System (EVMS) and its application
  • Risk/Issues/Opportunity Management (RIO)
  • Knowledge and understanding of the methodology and processes associated with risk management, opportunity management, and issues management. Ability to: identify and/or solicit potential risks, opportunities and issues across multiple disciplines; understand design constraints (technical, cost & schedule) sufficiently to validate/guide other groups' risk mitigation plans, opportunity realization plans, and issue resolutions
  • Develop and maintain program schedules, budgets, resource plans, and performance metrics, report status to senior leadership and customers
  • Oversee contract administration, change management, proposal development for modifications or sustainment work, and execution of contract modifications
  • Ensure compliance with aviation safety regulations, engineering configuration management, maintenance data requirements, and quality assurance processes
  • Mentor and develop program staff; foster a culture of continuous improvement, safety, and accountability
  • Drive cost control and performance improvement initiatives, including Earned Value Management (EVM) discipline where applicable
  • Coordinate logistics, work scopes, and acceptance testing associated with modifications, inspections, depot-level maintenance, and PDM (Programmed Depot Maintenance)

Basic Qualifications (Required Skills/Experience):

  • 10+ years’ experience with depot-level maintenance processes, structural modifications, avionics/system upgrades, or sustainment engineering
  • 8+ years’ experience managing large, complex aerospace programs with multi-disciplinary teams and government customers (DoD preferred)
  • 10+ years’ experience with aviation maintenance, aircraft modification processes, maintenance data systems, and Airworthiness/Release-to-Service practices or related experience
  • Strong written and verbal communication in a senior leadership and cross functional environment

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree in engineering, business, program management, or related field
  • Progressively responsible roles utilizing program management in sustainment, modification, production programs
  • Experience in contract performance, budget management, schedule delivery, and customer relationship management
  • Strong leadership, negotiation, and stakeholder-management skills
  • Earned Value Management (EVM), risk management, and configuration management
  • Direct experience with C-17 Globemaster III maintenance methodologies, modifications, or operations
  • Program Management Professional (PMP) certification or similar
  • Familiarity with government contracting vehicles (IDIQs, CPFF, FFP, T&M) and FAR/DFARS
