
Senior Construction Manager – Launch Infrastructure Development

This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Test Operations, Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities.As part of a hardworking team of specialists, technicians, and engineers, you will serve as Blue Origin's Owner's Representative, providing senior-level leadership and oversight for the design, construction, commissioning, and activation of mission-critical launch infrastructure. You will be ultimately responsible for project execution — ensuring that schedule, budget, safety, quality, and technical performance targets are achieved. This role requires a seasoned construction professional with deep experience leading large, complex, industrial or aerospace infrastructure programs, and the ability to drive accountability across a diverse set of stakeholders including internal engineering teams, general contractors, A/E firms, subcontractors, range authorities, and regulatory agencies.

Responsibilities include but are not limited to:
- Serve as Blue Origin's Owner's Representative on the ground, accountable for the successful delivery of launch infrastructure projects from pre-construction through turnover and activation.
- Own the full project lifecycle: scope definition, budgeting, scheduling, contracting, execution, commissioning, and closeout.
- Develop and manage comprehensive project execution plans, including cost estimates, integrated master schedules, risk registers, and procurement strategies.
- Lead and direct general contractors, design-build teams, A/E consultants, and specialty subcontractors to ensure contract compliance, quality workmanship, and on-time delivery.
- Drive a relentless culture of safety, enforcing Blue Origin's safety standards and applicable OSHA, CFR 1926, and Range Safety requirements across all job sites.
- Partner with internal engineering, GSE, propulsion, fluids, electrical, and launch operations teams to translate technical requirements into constructible scopes of work.
- Manage and report on project budgets, forecasts, earned value, change orders, and cash flow; escalate variances with mitigation plans.
- Drive schedule performance through critical path analysis, pull planning, and proactive constraint removal.
- Review and approve design deliverables, submittals, RFIs, pay applications, and change orders.
- Interface with federal, state, and local permitting authorities, range safety organizations (e.g., USSF, FAA, NASA), and environmental agencies as required.
- Provide transparent, data-driven reporting to Blue Origin leadership on project status, risks, and key decisions.
- Mentor and develop junior construction managers, field engineers, and project controls staff.
- Lead commissioning, turnover, and handoff activities to operations and activation teams.
Minimum Qualifications:
- Bachelor's degree in Construction Management, Civil/Structural/Mechanical Engineering, Architecture, or a related technical field.
- 12+ years of progressive construction management experience on large, complex industrial, heavy civil, energy, aerospace, or launch infrastructure projects.
- Demonstrated success delivering projects valued at $100M+ on behalf of an owner.
- Deep expertise in construction contracting methods (design-build, CMAR, IPD, lump-sum, GMP) and in managing GCs and A/E firms.
- Strong working knowledge of project controls, scheduling (P6), cost management, earned value, and risk management practices.
- Proven ability to read and interpret civil, structural, mechanical, electrical, and process/fluid system drawings and specifications.
- Thorough understanding of construction safety programs and regulatory compliance (OSHA, EPA, NFPA, building codes).
- Excellent leadership, communication, and stakeholder management skills with the ability to influence at all levels.
- Must be a U.S. person as defined by ITAR (22 CFR §120.15).
Preferred Qualifications:
- Experience delivering launch site infrastructure, test stands, propellant systems, high-pressure gas systems, or similar aerospace/energy facilities.
- Prior experience working at or with federal ranges (CCSFS, KSC, Vandenberg, Wallops) or DoD/NASA facilities.
- PMP, DBIA, CCM, or equivalent professional certification.
- Experience with cryogenic fluids, hazardous process systems, or high-voltage electrical distribution.
- Familiarity with Blue Origin's launch vehicles and mission architecture.
- Experience leading integrated owner-contractor teams in remote or greenfield environments.

Required for certain Job Profiles: Ability to obtain and maintain Merchant Mariner Credential, which includes pre-employment and random drug testing as well as DOT physical
