BlackSky is looking for a strong Supply Chain Buyer to directly support manufacturing operations in Tukwila, WA. The ideal candidate will have senior level, in-industry experience with all phases of supply chain management, including planning, requisition, sourcing, managing orders, and keeping suppliers on time to schedule. Our team is small but mighty and is a major stakeholder in the future of BlackSky's business. This position reports to the Director, Supply Chain and is a hybrid position, expected to be in the Tukwila office 2-3 days a week.

Responsibilities:

  • Place and oversee multiple procurement activities.
  • Plan, schedule, and arrange activities to accomplish sourcing objectives and timelines.
  • Coordinate and collaborate with key internal stakeholders such as contracts, engineering, planning, operations, program and end-users.
  • Facilitate the creation of supplier work statements, terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Employ sound business practices and assesses supplier performance as part of follow-up activities.
  • Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Initiate Requests for Quotations and Proposals and analyzes proposed pricing from potential suppliers.
  • Support contractual management for the supplier.
  • Prepare bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Responsible for source selection from contract proposal to execution phases.
  • Review and approve supplier payment (invoices) as needed.
  • Source and procure commodities such as hardware components, COTS items, electronic components, and subsystems in support of production and development requirements
  • Utilize process tools with suppliers to drive quality, efficiency, and continuous improvement.
  • Work with internal customers to ensure specifications are appropriate for the services or products as needed.
  • Interpret and apply company, policies, procedures, work instructions, business standards and U.S. government regulations, i.e., FAR, DFAR, ITAR/EAR, and SOX Compliance.
  • Other job-related duties as assigned.

Required Qualifications:

  • Bachelor's Degree in Business Administration, Supply Chain Management, Finance, Operations Management or equivalent experience (four additional years) and at least five (5) years of experience with Supply Chain, Material Finance, Transport/Logistics, Operations or other relevant material planning. Or, Master's degree and at least four (4) years of relevant experience as noted above.
  • FAR/DFAR experience and ITAR/EAR compliance.
  • Experience with MRP tools including planning and procurement modules.
  • Experience with government purchasing and contracting requirement.
  • High-value subcontract, or high-volume procurement management experience.
  • Possess outstanding written and verbal communication skills and be extremely organized.
  • Proficiency in the procurement process, including but not limited to price analysis, negotiations, policies and procedures, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Demonstrated ability to prepare and present information; strong written and verbal communication skills.
  • Collaborative and adaptable to a fluid environment, able to prioritize tasks and responsibilities appropriately.
  • Previous negotiation and forecasting experience, preferably in an aerospace industry.

Preferred Qualifications:

  • Certified Supply Chain Professional (CSCP) Certification.
  • Project Management Professional (PMP) Certification.
  • Experience with Costpoint and/or PLEX.

The anticipated salary range for candidates in Tukwila, WA is $95,000-110,000 per year. The final compensation package offered to a successful candidate will be dependent on specific background and education. BlackSky is a multi-state employer and this pay scale may not reflect salary ranges in other states or locations outside of Seattle, WA.
